About The Position

Under direction, conducts research, statistical analyses, and economic feasibility studies relating to existing and new airport services, including airline passenger, air freight, on-airport facility and business development and airport ground transportation services; performs property and tenant management activities including the negotiation of airport leases and agreements, development of rates and charges schedules, development of the lease documents and monitoring the implementation of lease terms; and performs a wide variety of tasks involving air trade development programs, multimedia advertising campaigns and other marketing programs to foster the expansion of aviation services and facilities for Sacramento County-operated airports.

Requirements

Knowledge of Airport enterprise financial management practices
Knowledge of Airport property management principles and practices
Knowledge of Principles and techniques of marketing
Knowledge of Industry trends analysis; airport rates and charges theories
Knowledge of Airport and air carrier operations
Knowledge of Research, statistical analysis and forecasting methods
Knowledge of Retail leasing and property/tenant management practices
Knowledge of Federal Aviation Administration and Department of Transportation rules and regulations pertaining to public airports
Knowledge of Commercial air carrier facility needs and requirements
Knowledge of Electronic computer data processing methods
Knowledge of Verbal presentation and visual communication techniques necessary for conducting promotional programs
Ability to Manage several complex projects concurrently
Ability to Lead an interdisciplinary team
Ability to Produce implementing directives and coordinate the activities of staff and consultants
Ability to Negotiate contracts
Ability to Negotiate retail leases and manage property tenants
Ability to Plan and implement comprehensive research studies
Ability to Review data, analyze results, and arrive at logical conclusions
Ability to Determine alternative courses of action; make recommendations
Ability to Write logical, comprehensive, concise reports and correspondence
Ability to Make effective presentations of conclusions and recommendations orally and in writing
Ability to Establish and maintain effective and cooperative working relationships
Ability to Use a computer for statistical analyses
Either: A Bachelor's Degree or higher in the field of Airport Management, Business Administration, Public Administration, Economics, Finance, Communications, Marketing or a closely related field
Two (2) years experience in an administrative, financial, economic analysis, or marketing position at the journey level or higher in the commercial aviation industry, retail property/tenant management, commercial real property leasing or a closely related field. Such experience must be comparable in nature and level of difficulty to the duties of Airport Economic Development Specialist.
Or: One year as an Airport Economic Development Specialist in Sacramento County service.
Background Check: Each candidate considered for appointment in this class must pass an employment history/access investigation and possibly a criminal history records check in accordance with Federal Aviation Administration Regulation 107, and Sacramento County Personnel Policies and Procedures No. B-5.
