JOB OVERVIEW Provide services and support as a Senior Air Force Operations & Sustainment Subject Matter Expert (Weapon Systems) [Operation & Support Legacy Cost Model Support and Independent Cost Estimates] in the Aerospace And Defense Industry Sector focussing on Risk Management Solutions for clients such as Department of the Air Force (AFCAA) | Air Force Cost Analysis Agency (AFCAA) / SAF-FMC (Cost & Economics) | AFCAA O&S Division (SAF/FMCY) Generally Located In Washington, District of Columbia (National Capital Region) and across the Continental United States (CONUS) – Mid-Atlantic / National Capital Region (NCR) Region (Of Country/World) Working Hybrid On/Off Client Site. Requirements

  • Minimum 8 years concentrated experience in Air Force or Space Force operations and sustainment; hands-on experience with weapon systems, operational units, or institutional support organizations; working knowledge of AFI 65-508-informed cost analysis support.
  • A subject matter expert (labor categories e.g. senior consultants, senior acquisition consultants, senior systems engineering consultants and systems engineering consultants) is an expert in 1) operations and sustainment of Department of Air Force Weapon Systems and their associated units, or 2) an expert in the operations and sustainment of Department of the Air Force organizations that indirectly support operational units.
  • The cost estimating professionals who will perform the tasks identified in paragraphs 2.1 – 2.2.2 require specific knowledge and experience in accordance with AFI 65-508 for reasonable and complete technical and cost analysis. While the government lead will provide necessary standards, templates, guidance, and feedback to The ProSidian Engagement Team, the government lead does not have the bandwidth to train contractor cost estimators on basic O&S cost estimation techniques. Therefore, The ProSidian Engagement Team will maintain sufficient ratio of experienced cost estimators to junior cost estimators to ensure effective training, guidance, and oversight with minimal intervention by the government. The knowledge, skills, and abilities of the positions within this requirement are crucial for the overall success of the task order for each level of experience:
  • Bachelor’s degree in Engineering, Logistics, Operations Management, Systems Engineering, Military Science, or related discipline (Master’s preferred); 8+ years operational and sustainment experience within DAF or closely aligned DoD organizations; SECRET clearance required when supporting cost-estimating efforts.
  • Examples of supporting functions and units include installations, combat support (security forces squadrons, logistics readiness squadrons, force support squadrons, etc.), cross-organizational support (joint commands and field operating agencies), education (recruiting, training and accession), supply/transport, airlift, medical, etc. Areas of expertise will relate to the requested task and will be noted in call order performance work statements. A subject matter expert will typically have:
  • - Knowledge of Air Force and Space Force organizational structure and mission directives, particular for operational units and key indirect supporting functions noted in the call order.
  • - Understand SPPBE process associated with supporting Department of Air Force indirect functions noted in call order
  • - Microsoft PowerPoint, Word, and Excel techniques
  • - Must have at least 8 years concentrated experience working in functional areas of subject matter expertise noted in the call order
  • - Excellent verbal and written communication skills

Responsibilities

  • Provide Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates at Air Force Cost Analysis Agency (AFCAA), Joint Base Andrews, Maryland. Legacy cost modeling in this context refers to programs at or beyond Initial Operating Capability plus five years. Federal law requires such programs to have Operation & Support (O&S) cost estimates for the life of the program, updated annually. Federal law further mandates sustainment reviews for these programs every five years, requiring independent cost estimates in support of those reviews. The annual legacy Operation & Support (O&S) cost estimates will serve as a starting point for other more detailed cost analyses such as independent cost estimates, trade studies, divestiture analysis, force structure analyses and comparisons to follow-on or new weapon systems etc. The model support effort will also incorporate new (non-legacy) cost estimates from other analysts into a single output file that will provide a long-term picture of Department of the Air Force (DAF) sustainment resource requirements.
  • Provide expert insight into Air Force and Space Force weapon system operations, sustainment concepts, and indirect support functions; advise cost estimators on operational drivers, maintenance concepts, logistics strategies, and support organization structures; support development and validation of O&S cost models and Independent Cost Estimates (ICEs); identify sustainment assumptions, force structure impacts, and operational tempo factors affecting costs; support reconciliation discussions with Program Offices and AFCAA leadership; contribute to briefings and documentation for SAF/FMC, OSW CAPE, and oversight bodies.
