Our central role includes managing the provincial power grid in real-time, overseeing and evolving Ontario’s electricity market, engaging with government, municipalities and Indigenous communities, and planning for Ontario’s future electricity needs. This role is part of the Markets and Sector Evolution team within Markets and Reliability. This is a union job. You will shape market design changes that influence how participants engage in Ontario’s electricity market and how market services evolve to meet future needs. You will lead complex, end‑to-end projects with high visibility to both stakeholders and senior leadership.

Requirements

  • Bachelor’s degree in a relevant discipline (e.g., engineering, economics, business, public policy, or related).
  • Typically, 8–10 years of progressively responsible experience.
  • Demonstrated experience in electricity market design, rule development, market operations and settlement, and power system economics (or closely related work).
  • Strong understanding of bulk power system fundamentals and how market outcomes interact with reliability and system operations.
  • Experience developing structured options, impact assessments, and cost-benefit and risk assessment for senior management decision-making.
  • Significant experience producing high-quality technical writing (e.g., design option, policy/position, guidance, manuals, and other similar documents).
  • Proven ability to work with internal and external stakeholders to gather input, explain complex topics clearly, and incorporate feedback.
  • Experience leading projects or major workstreams, including managing timelines, deliverables, and cross-functional dependencies.

Responsibilities

  • Monitor and interpret market, policy, regulatory, technology, and consumer trends to identify emerging issues/opportunities and inform market evolution priorities.
  • Identify and frame market evolution challenges/opportunities using market performance insights, stakeholder input, policy direction, and jurisdictional learnings.
  • Develop market design options (rule, manual, and/or process changes) and define how options interact with existing market systems and participant behaviours.
  • Quantify expected impacts and benefits (e.g., efficiency, competition, reliability, flexibility) using appropriate analytical methods and clear assumptions and limitations.
  • Develop implementation plans, including requirements, sequencing, dependencies, timelines, and cost estimates; coordinate with delivery teams.
  • Assess trade-offs, implementation risks, and market impacts; propose mitigations and decision points.
  • Produce clear, decision-ready recommendations and supporting documentation (e.g., issue papers, option assessments, decision memos, reports).
  • Present findings and options to leadership and governance forums; respond to questions and refine materials based on direction.
  • Plan and execute structured engagement activities (materials, webinars, written submissions, response-to-feedback).
  • When market design changes are approved, initiate or support implementation projects through handoff, early delivery support, and design clarifications.
  • Coordinate across IESO teams where market design intersects with planning, procurement, operations, settlement, and program delivery.
  • Lead internal and external working groups, coordinate related work within the IESO, and support both IESO and stakeholder readiness for market design changes.
  • Develop RFP documentation, support consultant selection/contracting, and manage consultant deliverables by supporting analysis and materials.
  • Provide limited supervision to team members supporting assigned initiatives.
  • Represent the IESO on internal/external committees, advising on market design.
  • Perform other responsibilities consistent with the role.
