Adolescents 360 (A360)—PSI’s flagship adolescent sexual and reproductive health (ASRH) initiative operating across Nigeria, Kenya, and Ethiopia. A360 partners closely with governments to design and scale interventions that improve access to high-quality, youth-centered health services for adolescent girls and young women. In this role, you will sit at the center of A360’s transition to government-led scale, strengthening how routine data is used to drive performance, accountability, and sustainability across thousands of public sector facilities. You will support country teams to operationalize monitoring systems within platforms such as DHIS2, improve data quality through mechanisms like supportive supervision and RDQAs, and translate data into actionable insights for program and policy decision-making. This is a highly collaborative role, working closely with country teams, government counterparts, donors, and global technical experts to ensure that data is not only collected—but actively used to improve programs and outcomes for girls. PSI seeks a Senior Advisor I, Monitoring that will lead or support the monitoring functions of a region, department, or project, including leading the implementation of activities to strengthen the generation and use of high-quality routine data to drive program performance in line with PSI and global best practices. Involved in design of monitoring and digital health activities and strategy of a region, department, or project. Significantly contribute to internal capacity building efforts across the PSI network. Serve as a focal point for specific monitoring workstreams. Represent PSI with funders and partners and actively participate in external communities.

Requirements

  • Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc)
  • At least 8 years of related experience. Equivalent combination of related education and experience may be substituted.
  • Strong analytical skills.
  • Ability to solve problems with creativity and analyze complex issues using in-depth evaluation of multiple factors.
  • Experience designing and implementing M&E plans, including routine data collection, data quality assurance, and promoting data use for decision-making (preferably for public health interventions).
  • Deep understanding of theories of change, logic models, results frameworks, and performance indicators.
  • Familiarity with approaches that integrate learning into program decision-making and design.
  • Skilled in presenting complex data in accessible formats (e.g., dashboards, infographics).
  • Strong understanding of data protection and privacy regulations and standards.
  • Ability to contribute to thought leadership.
  • Experience building monitoring and evaluation capacity.
  • Ability to guide teams, manage stakeholders, and advocate for data-based decision-making.
  • Ability to share knowledge internally and externally with global communities of practice.
  • Ability to operate with minimal supervision and considerable latitude for independent judgement to achieve desired outcomes.
  • Exceptional interpersonal and communication skills, both verbal and written.
  • Ability to communicate complex or nuanced findings clearly and eloquently.
  • Ability to develop and maintain relationships with internal and external colleagues.
  • Able to work as effectively across departments, as a member of a team and independently.
  • Ability to lead development of monitoring approach for proposals and identify potential new business opportunities.
  • Proficiency in Microsoft 365.

Nice To Haves

  • Familiarity with a quantitative data analysis program preferred.
  • Familiarity with DHIS2 and other routine data systems.
  • Proficiency in a relevant language (e.g., French, Portuguese) other than English preferred.

Responsibilities

  • Provide leadership and monitoring expertise to strengthen the timely use of real-time, high-quality data and deeper analysis of routine data to better inform implementation and performance management decision making by country teams and programs.
  • Develop or review fit-for-purpose monitoring plans for strategic projects and proposals.
  • Lead or support the development of guidance and set standards for data use, data quality assurance, and data management within a project or as part of organization-wide initiatives.
  • Lead or support the implementation of data quality initiatives to ensure country offices and programs are meeting global, national, institutional and donor standards of data quality, safety, and protection.
  • Provide remote and in-country technical assistance to build capacity of network members to effectively manage, quality assure and use routine data.
  • Recommend and implement fit-for-purpose information systems to provide relevant, timely and high-quality routine monitoring data for country teams and programs.
  • Develop knowledge products for internal and external dissemination.
  • Identify and foster opportunities for internal learning, capacity building, and P2P/cross-country exchanges.
  • Author or co-author peer reviewed manuscripts.
  • Present monitoring results and recommendations to donors and other external audiences.
  • Collaborate with international, regional and national-level institutions, working groups, and experts on routine monitoring to ensure that PSI is using the latest technical developments and best practices.
  • Develop and review M&E plans to ensure that they are fit-for-purpose and robust.
  • Support activity budgeting, monitoring of project timelines, and reporting.
  • Contribute to new business development by writing or reviewing M&E plans and results frameworks for proposals and concept notes.
  • Provide guidance on budgeting to ensure adequate resourcing of monitoring activities.
  • May manage people; provide coaching and mentoring to staff.
