Manages the accounting processes of several functional areas; responsible for planning, organizing, leading, monitoring and ensuring achievement of key result areas for the assigned functional areas. Requirements

  • Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
  • Knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization to which assigned.
  • Knowledge of management methods, techniques, and practices.
  • Knowledge of budgetary procedures and controls.
  • Knowledge of computerized accounting systems.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to schedule, assign, monitor, review and evaluate the work of assigned subordinates.
  • Ability to analyze and audit accounting, fiscal, payroll and leave data, reports and statements.
  • Ability to interpret accounting and auditing principles and procedures.
  • Ability to develop advanced computer-based spreadsheets, graphs, summaries, and reports.
  • A combination of education, training and experience that would reasonably be expected to meet the job-specific competencies noted above.
  • Education such as a bachelor's degree in Accounting, Finance, Business Administration, Information Systems, or a business-related field.

Responsibilities

  • Analyzes and audits accounting and fiscal data, records and reports.
  • Determines and requests staff, material, and equipment needs for the operations and programs managed to contribute to the formulation and justification of budgetary requests for the agency as a whole.
  • Develops and recommends new and revised statutes, rules, policies, and procedures to improve the effectiveness of the functions and programs managed and to respond to changes in operational program needs, objectives, and priorities.
  • Develops weekly, monthly, and annual accounting reports for management, executive teams, and external parties such as state and federal entities as well as municipal bond-related recipients.
  • Directs and coordinates the preparation of varied accounting and financial statements, summaries, and reports.
  • Directs pre-auditing functions and other related accounting and clerical-accounting activities.
  • Directs the development, modification, and installation of accounting and internal auditing systems.
  • Directs the maintenance of subsidiary and general ledgers and related account maintenance.
  • Establishes operational priorities, coordinate these operations with other functions within the entity, and ensures that program objectives and standards are established and attained and are consistent with overall organizational goals.
  • Leads specialized accounting projects and studies.
  • Implements new Governmental Accounting Standards.
  • Handles accounting activities including general ledger preparation, financial reporting, yearend audit preparation.
  • Manages assigned accounting and financial functions, programs, and systems.
  • Manages and monitors day-to-day activity of capital assets, capital asset inventories, capital asset accounting, grants monitoring, and debt service.
  • Performs financial analysis, reconciliations and reporting of debt service, long-term liabilities, landfill, deferred outflows, deferred inflows, arbitrage rebates, Enterprise Funds and grants monitoring to department director.
  • Provides technical expertise in training and developing staff.
  • Recruits, selects, orients, coaches, counsels and disciplines employees.
  • Schedules, assigns, monitors, reviews, and evaluates the work of assigned subordinates.
  • Performs other duties as needed, including those performed by subordinate fiscal, financial, and/or clerical staff.
