About the position

The Oregon Youth Authority (OYA) is seeking a detail-oriented and experienced Senior Accountant to join our Financial Services team at our Central Office in Salem. In this vital role, you will lead the agency's fiscal year-end accounting and reporting processes, including oversight of government bonds and the Schedule of Expenditures of Federal Awards. You will also provide expert-level review of work performed by accounting professionals to ensure compliance with GAAP, GASB, DAS standards, and the Oregon Accounting Manual. As a senior team member, you'll guide and mentor staff, support policy and system development, and play a key role in preparing comprehensive financial statements and agency reports. The ideal candidate brings a strong command of complex financial accounting systems, demonstrates proficiency with the Statewide Financial Management Application (SFMA), and applies an equity lens to all aspects of their work. Responsibilities

  • Lead the agency's fiscal year-end accounting and reporting processes.

Requirements

  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND three years of accounting experience equivalent to Accountant 2 work.
  • A Bachelor's degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND three years of related accounting experience equivalent to Accountant 2 work.
  • 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND five years of related accounting experience.

Nice-to-haves

  • Proficiency in Statewide Financial Management Application (SFMA).
  • Demonstrated experience with complex financial accounting functions, methods, entries, and accounting structures.
  • Ability to accurately interpret, analyze, and apply applicable rules of the Oregon Accounting Manual and generally accepted accounting principles (GAAP).
  • Demonstrated experience in coordinating and preparing government Annual Consolidated Financial Reporting (ACFR) and disclosures.
