About The Position

2ndWave is seeking a Senior Accountant to provide advanced accounting and financial management support within a federal financial operations environment. This role delivers subject matter expertise across accounts payable, intergovernmental transactions, travel, obligations, grants, and financial reporting activities. The Senior Accountant supports complex reconciliations, internal control compliance, and operational oversight while providing guidance to junior accounting staff. This position is contingent upon contract award. Work is performed under a hybrid schedule, with at least two (2) days per week on-site in Rockville, MD, and up to three (3) days per week permitted for telework in accordance with contract requirements.

Requirements

  • Four-year degree in Accounting or a business-related discipline.
  • Minimum of three (3) years of experience in federal government accounting or financial management operations.
  • Demonstrated experience supporting federal accounts payable, obligations, grants, or interagency financial activities.
  • Experience working within a federal financial management system, preferably Oracle-based.
  • Knowledge of federal accounting structure, general ledger processes, and intergovernmental transaction management.
  • Proficiency in Microsoft Office applications, particularly Excel.
  • Strong analytical, written, and verbal communication skills.
  • Security Clearance Required: Must have an immediate completed background Level 4 or higher investigation in the last 4 Years.

Responsibilities

  • Provide senior-level support for accounts payable, disbursement processing, interagency transactions, travel payments, and obligations management within a federal financial management system.
  • Perform complex reconciliations related to grants, obligations, disbursements, and fund balance activities to ensure financial accuracy and compliance.
  • Analyze and resolve intergovernmental billing and IPAC discrepancies, including review of supporting documentation and coordination with stakeholders.
  • Support payroll tax reconciliation and reporting requirements, including research and resolution of related issues.
  • Assist with development and execution of corrective action plans resulting from audits, internal reviews, or compliance assessments.
  • Support A-123 internal control activities, documentation updates, and responses to financial data calls.
  • Contribute to development and refinement of standard operating procedures and assist in validating system upgrades, reporting enhancements, and user acceptance testing activities.
  • Utilize Oracle-based federal financial modules and related reporting tools to generate and analyze financial data.
  • Provide technical guidance and direction to accounting staff engaged in day-to-day transaction processing.
  • Support month-end and fiscal year-end financial activities, including review of obligation and disbursement postings to ensure timely and accurate recording.
  • Maintain compliance with federal information security, privacy, and records management requirements.
