About The Position

HolBrock Estates Supportive Housing Programs provide long-term, service-enriched housing for individuals with mental health diagnoses, disabilities, and other complex life challenges. Our mission is to support housing stability, personal empowerment, and safety in a structured, trauma-informed environment. As part of this commitment, HolBrock Estates maintains a dedicated Special Police Department responsible for ensuring the safety and security of our residents, staff, and facilities across multiple licensed sites

Requirements

  • Valid Maryland Special Police Officer Commission (active and in good standing)
  • High school diploma or GED (required)
  • Valid Driver License
  • CPR/First Aid Certification (or ability to obtain within 30 days of hire)
  • At least 1 year of experience in law enforcement, security, or behavioral health settings
  • Familiarity with Maryland Special Police authority and procedures
  • Strong written communication and incident documentation ability
  • Experience in emergency response, crisis de-escalation, and behavioral support
  • Training in trauma-informed practices (CPI, TCI, or similar)
  • Ability to work cooperatively with clinical and operational teams
  • Knowledge of HIPAA, COMAR, and client rights in behavioral health settings

Responsibilities

  • Patrol facilities, grounds, and common areas regularly
  • Deter and monitor for unauthorized activity or safety hazards
  • Maintain visibility and professionalism at all times
  • Complete detailed daily activity and patrol logs
  • Respond to on-site crises or emergencies with calm and control
  • Apply de-escalation and trauma-informed approaches as appropriate
  • Request support from EMS, clinical teams, or law enforcement when needed
  • Complete incident reports accurately and in a timely manner
  • Monitor entrances and exits; enforce visitor protocols
  • Support enforcement of rules on curfews, contraband, loitering, etc.
  • Assist staff during behavioral episodes or high-risk procedures
  • Escort residents, visitors, or staff during sensitive moments or transitions
  • Maintain compliance with Maryland State Police regulations
  • Ensure Special Police Commission and CPR/First Aid certifications remain current
  • Report regularly to site supervisors and the Special Police Officer Chief
  • Participate in staff briefings, meetings, and required trainings
  • Provide emergency shift coverage during call-outs or critical incidents
  • Assist during community events, inspections, or drills
  • Collaborate with external first responders during investigations
  • Participate in safety or compliance-related audits and accreditation visits
  • Contribute to crisis debriefings and program safety reviews
  • Maintaining the facility or organizational Safety Binder that contains all safety policies, a grid of scheduled and required safety activities, all forms for conducting and documenting safety activities, and completed documentation of all safety activities that include recommended areas of improvement and the date and details regarding the improvements completed.
  • Obtaining and facilitating an annual external inspection, obtaining a copy of the inspection report along with the criteria used for the inspection (if not included on the inspection report), clarifying with the inspector all recommendations for improvement made on the report, placing a copy in the clinic safety binder, making a copy of the report for presentation, and reporting the results to the appropriate team, committee, and/or manager.
  • Completing a quarterly self-inspection and required documentation and submitting/presenting the reports to the appropriate team, committee, and/or manager.
  • Maintaining a record of all inspection documentation and reports, including recommendations and corrections made, and all meeting minutes that correspond with the specific inspection and resulting improvement activities.
  • Conducting and/or coordinating all required emergency drills.
  • Conducting drills in a manner and with the necessary precautions to not unduly disturb persons served or the ongoing provision of services.
  • Completing the appropriate Emergency Drill Reporting Form.
  • Educating and informing staff members following drills as to response patterns and improvements in responses.
  • Reporting the results of emergency drills and providing a copy of each report to the appropriate team, committee, and/or manager.
  • Utilizing management team recommendations and decisions, based on drill reports, to improve safety at the clinics.
  • Maintaining a record of all drills at each site in the Safety Binder.
  • Provide and/or coordinate initial and ongoing health and safety training for all employees.
