About The Position

The Security Director is responsible for the development, implementation, and oversight of all security programs at a high-hazard energetics manufacturing facility supporting DoD contracts. This position ensures full compliance with regulatory requirements administered by the Defense Counterintelligence and Security Agency (DCSA) and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The Director provides strategic leadership, manages physical and personnel security programs, and safeguards classified information, energetic materials, and critical infrastructure. The Security Director manages a staff of security guards and surveillance personnel, who are responsible for patrolling and inspecting the organization’s property against theft, fire, vandalism, and terrorism, as well as ensuring the safety of personnel and visitors while on or about the organization’s premises.

Requirements

  • U.S. citizenship and ability to obtain/maintain a DoD security clearance
  • Minimum 5 years of experience in industrial or DoD security, preferably in a high-hazard or energetics environment
  • Demonstrated knowledge of NISPOM, ATF explosives regulations.

Nice To Haves

  • Prior military, law enforcement, or federal regulatory experience is preferred
  • Bachelor’s degree in security management, criminal justice, psychology, or other suitable field of study is preferred. At least 3 years of management experience is preferred.

Responsibilities

  • Serve as Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO)
  • Administer the National Industrial Security Program (NISP) in accordance with 32 CFR Part 117 (NISPOM)
  • Manage personnel clearances, classified information systems, and secure storage
  • Lead DCSA assessments, audits, and corrective action plans
  • Conduct security briefings, training, and insider threat awareness
  • Ensure compliance with 27 CFR Part 555 for explosives manufacturing, storage magazines, inventory, and theft/loss reporting and recordkeeping
  • Oversee secure storage, access control, and chain-of-custody for energetic materials
  • Conduct internal audits of explosives logs, magazines, and manufacturing operations
  • Serve as primary ATF liaison and Responsible Person
  • Manage access control, CCTV, intrusion detection, perimeter security, and guard force operations
  • Develop and maintain emergency response, crisis management, and continuity plans
  • Coordinate with local, state, and federal emergency response agencies
  • Provide strategic security guidance to senior leadership
  • Develop budgets, manage vendors, and oversee capital security projects
  • Lead investigations involving security incidents or regulatory non-compliance
  • Promote a culture of security awareness across the organization
  • Oversee physical safety and security of the organization’s facilities/property and people – employees, vendors, contractors, shippers, and visitors
  • Lead a team of security personnel in their day-to-day duties and responsibilities.
  • Ensure that security staff is adequately equipped and trained.
  • Develop training plans for security personnel and maintain security training records.
  • Manage and report to senior management on security incidents and threats.
  • Oversee and report on security checks/surveillance/monitoring.
  • Authorize access to facilities and ensure that access is controlled.
  • Maintain and review security records; periodically report on trends, anomalies, and concerns.
