About The Position

CGI Federal is seeking candidates for the role of Security Consultant Subject Matter Expert (SME) to provide support to a USG agency located in the Washington Metropolitan Area (WMA). The Security Consultant will assist the USG agency in its implementation of the Trusted Workforce 2.0 (TW 2.0) initiative to standardize and improve personnel vetting across the USG. The Security Consultant will provide business process improvement, program and project management support to the agency component responsible for the TW 2.0 implementation. This position is located in Chantilly.

Requirements

  • A Top Secret/SCI clearance with polygraph is required.
  • A basic understanding of Intelligence Community security processes and industry best practices as it pertains to personnel security requirements, practices and policies.
  • Understanding of current trends for improvement of security processes as defined under TW 2.0 policies issued by the Security and Suitability Executive Agents in 2020, 2021 and 2022.
  • Project management expertise in providing support to projects designed to achieve TW 2.0 agency implementation.
  • Experience working with data systems and the ability to learn both the agency's and IC's systems.
  • Minimum of one year of current experience (within last 3 years) in review or compliant application of Executive Branch policies defining personnel security vetting processes.
  • Bachelor's degree or equivalent experience.
  • Ability to work well with people of all disciplines in a team environment.
  • Ability to elicit requirements using interviews, document analysis, business process descriptions, use cases, scenarios, business analysis and task and workflow analysis.
  • Excellent analytical skills, including the ability to integrate information from multiple sources.
  • Possess a good understanding of agency's business and strategic direction.
  • Experience using Microsoft Project and Microsoft Office/Word/PowerPoint/Excel.
  • Experience with SharePoint and document control management.
  • Experience with business process design.
  • Excellent oral and written communication skills.
  • Ability to work independently and interact regularly with government and non-government stakeholders.

Responsibilities

  • Support and participate in select offsite conferences and management sessions, as required, by providing the following services: aiding in planning conference and management sessions; coordinating space; ensuring the facility has appropriate accommodations regarding seating and audio visual capabilities; capturing the decisions resulting from the conference or management sessions and creating post-conference summary documents; and creating documents to facilitate discussion that will enable participants to engage in a knowledgeable manner.
  • Assist the government Program Manager in developing project plans, a master schedule, risk models and contingencies; proactively apprising the Program Manager on schedule slippage and potential problems; advising and preparing the Program Manager on deliverables; as well as responding to project requests from the PM.
  • Propose and aid in the creation of efficiencies among agency component business processes specifically aligning with TW 2.0 requirements: focusing on documentation, assessment, analysis, recommendation as well as implementation of functional and technical solutions.
  • Review, edit and recommend revisions to draft documentation such as implementation plans, SOPs and drafted policies and regulations.
  • Provide for end-to-end program management support to include support in identifying requirements, milestones to achieve, interdependencies in milestones, stakeholder identification and accountability in tracking the progression of requirements.
  • Attend meetings and assist the government Program Manager as directed.
  • Coordinate, participate and provide consultant and/or program management support to the agency's meetings to include aiding in interpreting policy requirements as they tie to process mapping and changing.
