About The Position

We have an opening for a Security Assurance Specialist. You will support and improve Security Organization (SO) assurance and quality management activities, integrating assurance practices into established procedures and applying quality-based methods to programs and operations. This position is in the Assurance Management Office within the SO. This position will be filled at either the J01.2 or J01.3 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level. You will Support requirements management by ensuring federal, Departmental, and institutional Safeguards and Security requirements are appropriate flowed down from the Prime Contract Assist with planning, coordinating, and participating in assessment activities within the Security Organization (SO), including input on assessment plans, issue identification, and support for lead assessors in preparing reports and tracking corrective actions and effectiveness reviews. Administer day-to-day issues and corrective actions management in accordance with DOE directives and institutional procedures, including entering/tracking items in institutional systems, monitoring due dates, and coordinating with SO topical area managers and LFO representatives on corrective action plan (CAP) deliverables. Support SO quality assurance (QA) and management activities in accordance with ISO 9001 and institutional requirements, including maintaining QA documentation and integrating QA criteria and tools into policies, procedures, plans, and work practices. Promote continuous improvement by serving as a QA resource to SO personnel, providing guidance on QA criteria, tools, and procedures, and collecting and analyzing performance metrics for S&S topical and sub topical areas. Prepare clear, accurate reports and presentations, and coordinate with management and staff to ensure timely delivery of data and reports. Assist other areas within the Assurance Management Office by participating on causal analysis teams, supporting performance tests, and serving as a controller/evaluator for Performance Assurance Program testing activities as requested. Analyze, interpret, and apply knowledge of security policies, procedures, and practices to ensure compliance with applicable requirements; may draft or update basic security plans or procedures and provide input to the development or revision of security practices. Perform other duties as assigned. In addition at the J01.3 level: Serve as the primary point of contact for LLNL programs/directorates to ensure compliance with DOE Security Orders and LLNL policies and procedures; manage relationships with external sponsors and serve as a technical representative on security issues. Conduct inspections, cost/risk benefit analyses, and lead the development and implementation of policies, procedures, and practices for a security discipline or LLNL programs/directorates; identify areas for self-assessment, develop test plans, analyze data, and recommend/implement corrective actions. Independently resolve complex security problems with little precedent, provide recommendations to management, and serve as a project/technical lead for a security discipline or group of areas within a discipline.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor’s degree in Business Administration, Project Management, Quality Assurance, or related field, or the equivalent combination of education and related experience.
  • Experience gathering, researching, analyzing, and interpreting data to develop or improve policies, procedures, plans, and document work processes.
  • Experience providing compliance assurance and applying quality-based methodologies; integrating assurance criteria and tools into work processes, measuring performance, and supporting continuous improvement.
  • Experience applying formal policies, principles, regulatory requirements, processes, and systems for a specific area, possibly within a security discipline.
  • Experience conducting self-assessments, participating in audits, and preparing clear and concise policies, plans, procedures, and reports.
  • Ability to coordinate project deliverables, prioritize activities, meet deadlines, and adapt to changing priorities.
  • Organizational skills to determine and set priorities and the ability to master technology, software, and other systems utilized.
  • Effective verbal, written, and interpersonal skills necessary to interact, coordinate, and communicate with all levels of personnel.
  • In-depth understanding of and experience with quality assurance/management standards; experience leading projects, assigning priorities, and establishing deadlines; ability to champion quality practices within a team or organization.
  • Experience analyzing and solving complex issues with independence and objectivity; familiarity with risk management, root cause analysis, and process improvement tools.
  • Experience conducting self-assessments and interpreting audit requirements for multiple areas within a security discipline.
  • Experience developing criteria for test plans and protocols, implementing corrective actions, and reviewing and approving requirements, plans, and specifications.
  • Experience serving as a primary technical representative and providing guidance on security assurance issues.
