About The Position

Parsons is looking for an amazingly talented Sector Quality Manager in the Central region to join our team! In this role you will get to provide operational leadership and oversight for quality management of a large-scale program. We are seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in successfully delivering on a significant infrastructure project central to the United States’ border security programs. In our anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. Note: US Citizenship is required for this position.

Requirements

  • US Citizenship is required
  • Must be able to obtain appropriate DHS suitability determination
  • Bachelor’s degree in Engineering, Construction, Project Management, Business, or Quality discipline (or equivalent experience)
  • 10+ years of experience in Quality or related field, with at least 5 years in a supervisory or management capacity
  • Familiarity with USACE QA/QC standards, USACE 3-Phases of Control, EM 385-1-1 Safety requirements, and federal construction quality protocols
  • Strong leadership and expert knowledge of Quality Management practices and ISO 9000 standards
  • Experience implementing quality systems and standards (ISO, ASME, ANSI, ASTM)
  • Excellent communication, analytical, and problem-solving skills.
  • Proficiency in Microsoft Office Suite
  • Ability to manage large teams and complex projects effectively, including performance reporting, NCR management, and data aggregation
  • Experience managing QA programs for large-scale federal infrastructure projects

Nice To Haves

  • Master’s degree in a related field
  • Certified ISO-9000 Lead Auditor and/or ASQ Certified Quality Engineer (or ability to obtain within 6 months) or equivalent certifications such as CMQ/OE, CQA, CQE, or Professional Engineer registration
  • Membership in a nationally recognized Quality organization
  • Advanced knowledge of risk management and corrective/preventive action systems

Responsibilities

  • Lead and manage quality practices for your assigned sector, including administrative and supervisory responsibilities
  • Supervise the practice of Quality for a large group of quality inspectors assigned to individual projects within the sector
  • Implement the program Quality Systems aligned with Parsons Quality Management System and applicable client requirements (e.g., USACE QA/QC standards)
  • Aggregate quality performance data from projects and report sector-level metrics up the chain of command
  • Supervise and ensure timely management and closure of Nonconformance Reports (NCRs) by each project team
  • Collaborate with senior representatives from program/project management, engineering, procurement, and construction teams
  • Establish and maintain audit schedules, conduct audits, and ensure timely corrective actions
  • Prepare, review, and approve Quality manuals, plans, and procedures to ensure compliance with industry codes, standards, and client requirements
  • Support quality governance and maintain Parsons quality-related certifications
  • Provide technical guidance and mentorship to quality professionals within your sector
