About The Position

This position is accountable for the supervisory and administrative work necessary to determine the amount of just compensation due property owners affected by right of way acquisitions. The Department may require employees to perform functions beyond those contained in job descriptions and may modify job descriptions based on Department needs. The Arkansas Department of Transportation is an "at will" employer.

Requirements

• The educational equivalent to a bachelor’s degree from an accredited college or university in real estate, business administration or related field; OR the educational equivalent to a diploma from an accredited high school and four years of experience in highway right of way appraisals.
• Extensive experience in the field of property appraisal.
• Thorough knowledge of Department, federal and state rules and regulations related to appraisal of real estate.
• Ability to read and interpret right of way and construction plans.
• Excellent organizational, time management, and oral and written communication skills.
• Statewide travel required.
• Valid driver's license.
• Certified General Appraiser licensure in the State of Arkansas.
• The Department will consider applicants with Certified General Appraiser licensure from other states, with the condition that a reciprocal Arkansas license be obtained within 180 days of hire. Failure to obtain the Arkansas license within this time period may result in immediate termination.
• Candidates are responsible for verifying eligibility for reciprocity with the Arkansas Appraiser Licensing and Certification Board (AALCB) before accepting a position.
• A criminal background check will be required to determine suitability of employment, and failure to meet these standards may cause the applicant to be rejected or terminated from that position.

Responsibilities

• Direct and supervise right of way appraisers and clerical staff.
• Assign, direct, coordinate, and review right of way appraisals assigned to fee appraisers.
• Consult with and advise the Right of Way Division Head on appraisal issues.
• Coordinate with the Legal Division and Appraisal staff to prepare for litigation of condemnation actions.
• Train and educate staff regarding sensitive communications with the public and affected property owners and represent the Department at public meetings.
• Provide clear direction and accountability to internal and external appraisal staff regarding all applicable laws, regulations, policies and procedures.
• Confer with other Department staff to ensure coordination of activities.
