About The Position

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and changes in duties as needed. The Section Chief, Strategic Initiatives, is responsible for managing special projects. This position will work within the External Affairs Division to lead projects and track legislative requirements related to TDEM special projects regulatory compliance issues and supports the Chief of External Affairs with project management initiatives. Collaborates with department heads to implement agency policy and procedures, and senior-level executives to ensure effective communication and cooperation among departments as it relates to special projects; develops strategies and policies to meet the organization's objectives and goals; reports on the performance of the various projects and presents findings and recommendations. May assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position reports to the Chief of External Affairs. This position is considered at-will status and serves at the discretion of the head of the agency. Salary is a fixed rate.

Requirements

  • Bachelor's degree or equivalent combination of education and experience.
  • Ten (10) years of related experience required.
  • Must possess two (2) years of supervisory or management experience.

Nice To Haves

  • Master's degree or law degree preferred.
  • Project Management Professional (PMP) certification preferred.
  • Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree may also be substituted in lieu of work experience.

Responsibilities

  • Establishes and coordinates program area(s) within TDEM including special projects and project management.
  • Collaborates with other divisions to develop strategic goals and objectives in implementing special projects for the agency.
  • Participates in developing and implementing a strategic plan that tracks legislative, regulatory, and executive implementation priorities.
  • Assists in overseeing special projects implementation while tracking employee productivity, ensuring team members thrive, and organizational outcomes are met.
  • Analyzes current and future trends and needs.
  • Adheres to federal, state, local and Texas A&M University System requirements, enforcing compliance, and acting when necessary.
  • Analyzes legislative bills, policy issues and legislative language.
  • Assists with bill tracking, hearing preparation and legislative implementation.
  • Actively manages and develops a growing staff to meet initiatives, evaluations, coaching, trains, and conducts performance evaluations within the assigned program area.
  • Develops and implements techniques for expanding TDEM relationships with system entities.
  • Reviews agency, local, Texas A&M University System (TAMUS), state and federal guidelines, procedures, rules, and regulations.
  • May plan, assign, and supervise the work of others.
  • Performs related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
