Serco is seeking a dynamic and experienced candidate to serve as a Data Analyst supporting the Naval Sea Systems Command (NAVSEA) Industrial Operations Directorate (SEA 04). In this role, you will provide direct support to NAVSEA 04’s mission of getting ships to sea and keeping them ready by supporting strategic planning products. This hybrid position will be located in Washington, DC - Washington Navy Yard. This position is contingent upon your ability to maintain your active Secret level clearance.   • Create and/or update databases and spreadsheet-analysis data in electronic formats compatible with NAVSEA-approved, web-based document sharing initiatives in support of Naval Sustainment Systems-Shipyards (NSS-SY) programs.
  • Create and provide information management support, including the monitoring, maintenance, and access management of SEA 04 information on NMCI Non-classified Internet Protocol Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) share drives.
  • Fix or remove incorrect, corrupt, incorrectly formatted, duplicate, or incomplete data within a dataset.
  • Gather and analyze technical information from various sources and create EXCEL/ SQL queries to retrieve specific information and parameters from database(s).
  • Apply data mining techniques to large data sets to identify patterns, relationships and behaviors.
  • Analyze, interpret and draw conclusions from data, and identify problems, solutions and opportunities using the analysis.
  • Create and deliver graphical representations to best display information and convey concepts, including compelling interactive briefings, reports, and dashboards.
  • Interpret and analyze data, behaviors and processes, trends and situations and recommend solutions.
  • Define Key Performance Indices (KPIs) and metrics for measuring success.
  • Provide programmatic management and planning support services, including developing and maintaining storyline and graphics.
  • Engage with senior leaders during weekly SEA 00B and SEA 04 briefs.
  • Provide written SOPs for all processes and build and administer transition plans.
  • Organize and support meetings, reviews, information exchange meetings, workshops, and conferences as needed.
  • Become knowledgeable of historical occurrences and current events influencing public shipyard maintenance.
  • Competent using Microsoft 365 products (including SharePoint, Visio, and Project), graphics editing (i.e., Adobe Photoshop).
  • Develop and post digital and physical (wall) storyboard content.
  • Provide professional technical and programmatic assistance to support NAVSEA efforts.
  • Assist SEA04 through framing issues, structuring problem statements, optimizing current processes and providing input to develop strategies and implement change management.
  • Coordinate engagements with Naval Staff, Assistant Secretary of the Navy for Research Development and Acquisition, as well as Systems Commands (SYSCOM), Program Executive Offices (PEO) and Directorate for Personnel and Records Management (DRPM).
  • Provide executive level program management support, technical advice and strategic guidance to plan, coordinate, implement and track change initiatives.
  • Must have an active DoD Secret clearance.
  • U.S Citizenship Required.
  • Bachelor's degree in Statistics, Mathematics, Computer Science, Information Systems, Management, or a specialized degree in Business Analytics or Data Analytics.
  • Minimum of 5 years’ experience compiling, maintaining, verifying and interpreting data.
  • Department of Defense and/or Department of the Navy experience.
  • Familiarity with common data analyst tools and systems such as Tableau, Power BI, Python and R.
  • Experience performing trend analyses of data to identify potential technical and management problems.
  • Knowledge of commonly-used concepts, practices, and procedures within the data analytics field.
  • Ability to travel up to 10%.
  • Ability to communicate effectively and deliver high quality documentation free from errors.
  • Ability to organize material, perform data analytics, and complete writing assignments according to set standards regarding clarity, conciseness, style, and terminology.
  • Competitive salary range of $86,539.09 to $140,624.86.
