About The Position

Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services (A&AS) supporting the US Space Force mission to defend National Security Interests in Space as a Space Domain Awareness (SDA) Radar Systems Sustainment Program Manager supporting the Eglin Radar in the Ground-based Sensors Branch of Combat Forces Command’s Integrated Mission Delta 2, 2nd Sustainment Squadron (CFC IMD2/2STS). SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy, and act as force multipliers in times of conflict. Odyssey Systems is looking for high-performing, passionate people ready to make a difference by joining our existing team of dedicated professionals in the SDA workforce! CFC IMD2/2STS integrates SDA operations with current SDA programs of record, networks, and Command and Control (C2) data exploitation and dissemination systems and is responsible for sustainment of existing ground-based optical and radar sensor systems including Eglin Radar, Space Fence, C-Band Radar, Australia, the Ground-Based Electro Optical Deep Space Surveillance (GEODSS) system, and the Space Surveillance Telescope (SST). Odyssey Systems provides A&AS support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with the USSF SSC/SZB depot and development contractors, as well as with SDA stakeholders. This is a full-time position at 2424 Garden of the Gods Road in Colorado Springs, CO, with the potential for 1-2 days of telework per week at the government's discretion.

Requirements

  • Must be a US citizen
  • Active Secret clearance, able to obtain a Top Secret/SCI clearance
  • Bachelor’s degree in engineering, program management, or a related field
  • 4 years of directly relevant experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency Acquisition organization
  • Project Management, Earned Value Management, or related training
  • Excellent interpersonal, leadership, and team building skills with demonstrated ability to build consensus in a government/contractor team environment
  • General understanding of DoD Space Operations and Space Sensing Systems

Nice To Haves

  • Active DoD Top Secret/SCI clearance, agreeable to polygraph
  • Master’s degree in engineering, project management, or a related field
  • 8 or more years of experience with 4 or more years of experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization
  • Defense Acquisition University (DAU), Department of Defense Acquisition Workforce Improvement Act (DAWIA) Program Management, PMP, or equivalent

Responsibilities

  • Provide acquisition support: assist in developing acquisition strategies, cost estimations, requirements, statements of work, and requests for proposal
  • Review and provide technical evaluation of vendor proposals for sustainment, contractor re-competes, upgrades, and modifications
  • Prepare and staff required program and contract documents; interact with financial, contract, scheduling, risk management, and execution activities and personnel
  • Support and draft inputs to sustainment and modification budgets for the US Government program manager; assist in developing annual government budget items and justifications for each in the Comprehensive Cost and Requirement (CCaR) and Sustainment Planning, Execution, and Reporting (SPERS) systems
  • Coordinate, review, and provide input to and comments during the development of system design documentation, including technical requirements documents (TRDs), capability description documents (CDDs), capability production documents (CPDs), interface control documents (ICDs), and system specifications
  • Support the Government at technical interchange meetings (TIMs), design reviews, test readiness reviews, internal staff meetings, Integrated Product Team (IPT) meetings, working groups, and informal meetings, interfacing with prime contractor program management and technical personnel
  • Organize and support working group meetings across multiple organizations; research, provide recommended solutions, and/or resolve questions, issues, and risks identified in IPT meetings; develop and provide recommended actions to the Government Program Management team and to Portfolio and Division senior management; coordinate with prime contractors, depot contractors, and Government functional teams
  • Develop strategies, plans, and packages for classified and unclassified document submissions and facilitate associated life cycle cost planning and benefit analyses, partnering, acquisition of data rights, and provisioning, staffing packages through process and final approval
  • Review and provide relevant critical feedback on contractor-prepared schedules, budgets, development, and test plans
  • Provide program oversight support to the Government team; prepare briefings, reports, and informational analyses in support of the Division’s programs; identify and prepare consolidated lessons learned reports from applicable related programs
  • Other duties as requested by the Government and within the constraints of the S3 contract
