About The Position

The Scientist - Systems Engineering, Program Chief Engineer for the Precision Attack Strike Munition (PASM) will be responsible for supporting technical execution of a fast paced unmanned air vehicle program for long range launch effects, located in Ashburn, VA. The scope of the program includes development, manufacturing, and qualification of the system. The Scientist position will report to the Chief Engineer of the Agile Development Division within the Airborne Combat Systems sector.

Requirements

• Bachelor’s Degree in Engineering and a minimum of 12 years of prior relevant experience, or Graduate Degree in Engineering and a minimum of 10 years of prior related experience, or in lieu of a degree, minimum of 16 years of prior related experience
• Active Secret Security Clearance
• US Citizenship

Nice To Haves

• Experience with and an understanding of aerospace systems, especially in the development of integrated hardware/software products
• Experience integrating typical payloads like sensors or communications into air vehicles
• Experience leading a team to complete assigned program tasking
• Experience in Control Account Management as part of an Earned Value Management System
• Experience in unmanned aircraft or guided weapon systems
• Experience with proposal development including generating basis of estimates
• Experience in development of use cases developed from customer objectives and concepts of operations

• Bachelor’s Degree in Electrical Engineering, Hardware Engineering, Electro-Mechanical Engineering, or related Engineering discipline
• Master’s in Electrical Engineering or Systems Engineering
• Experience leading a multi-disciplinary engineering team (spanning systems, software, firmware, hardware, mechanical, etc.)
• Familiarity with IBM Rational DOORs or other requirements traceability tools
• Familiarity with the future mission of the customer(s) with respect to Unmanned Platforms
• Experience in Digital Engineering, Model Based System Engineering (MBSE), and System Simulation
• Thorough understanding of Cyber Security best practices
• Competency making decisions with imperfect and incomplete information
• Demonstrated ability to deliver and sustain measurable results
• Ability to coach, mentor and build relationships with external organizations
• Ability to obtain higher level security clearance if needed
• Extensive experience in an Engineering leadership role, such as: Integrated Product Team (IPT) Lead
• Experience or knowledge in the L3Harris and DoD Engineering processes
• Experience interfacing with DoD customers, understanding needs and managing expectations
• Experience on large scale Hardware / Software Engineering development efforts
• Experience on large scale Hardware Environmental Qualification testing efforts
• Experience in manufacturing on large scale efforts
• Ability to convey complex technical information in a clear and concise manner, including executive presentations, Program updates with internal & external stakeholders

Responsibilities

• Provide subject matter expert technical leadership, maintain customer communications, and be a technical authority representative for the PASM program
• Understand customer mission, customer sets, drive technical strategy within the Systems Engineering Organization
• Effectively interface with program management and customers
• Lead / Support new pursuits for the organization to include all phases of campaigns and proposal processes, serve as a technical leader for new pursuits
• Support/develop Technical Roadmaps within the organization
• Drive to ensure adoption of common architecture frameworks and prevent unique product implementation at proposal phase/concept design within the portfolio
• Identify opportunities for engineering improvements (e3) for people, process, and tools within the organization
• Demonstrate strong core competencies including Problem Solving, Team Leadership, Strategic Thinking / Planning, Communication, IPT / Cross Functional Behavior, Accountability, Critical Thinking, and Ethical Conduct
• Possess mastery level knowledge of Air Vehicle or Unmanned Air Vehicle Systems
