About the position

The Scientist's primary responsibilities are to provide technical and regulatory leadership and oversight for concerns, issues, questions, and activities associated with Con Edison non-hazardous and solid waste corporate procedures, general instructions and environmental specifications. The Scientist will communicate with regulators on the Company's behalf. The Scientist will provide guidance to EHS representatives, support and operations personnel on compliance with all federal, state and local environmental regulations and laws.

Responsibilities

  • Maintain, review, update and continuously improve upon waste related corporate procedures, instructions, specifications, risks, training materials and communications.
  • Identify and pursue opportunities to engrain sustainability as a central aspect.
  • Evaluate proposed changes to regulations and laws governing waste and coordinate company involvement and advocacy strategies.
  • Provide guidance to EHS representatives, operations and support personnel on compliance with all federal, state and local environmental regulations and laws.
  • Coordinate amongst EHS support groups to deliver guidance and compliance solutions in line with corporate procedure and regulatory requirements.
  • Correspond with regulatory agencies as required.
  • Respond to agency inquiries and provide clarification or verification to data that has been submitted to the agencies.
  • Participate in agency inspections related to waste management.
  • Assess company locations to confirm regulatory compliance.
  • Manage the corporate waste transporter program.
  • Manage the preparation and submittal of various reports and authorization renewals for waste transportation related activities.
  • Maintain the list of EHS approved third-party waste transporters and review their compliance status.
  • Provide guidance on waste transportation related issues.
  • Lead in developing and submitting accurate and timely waste related reports to regulatory agencies as needed.
  • Support quality assurance on waste manifest and shipping paper data entered in environmental management information systems.
  • Perform trend analysis and maintain corporate dashboards on waste data, as requested.
  • Support in the development of waste and toxicity reduction strategies and lead cross departmental team in implementing the developed strategies to achieve target reduction.
  • Support in review of environmental and waste related characteristics of chemical products proposed for use on company property.
  • Assist cross departmental groups in developing cost-effective, compliant and sustainable strategies for waste management during procurement.
  • Review waste management related information in supplier bid packages and contract renewals to ensure compliance with corporate procedures and environmental specifications.
  • Participate in review of environmental and waste related aspects of project design and plans to ensure compliance with corporate procedures.
  • Identify and recommend opportunities for waste volume and toxicity reduction strategies.
  • Perform other related tasks, corporate/departmental key performance indicators, and strategic assignments as required.
  • Ensure implementation of Company environment, health and safety programs for employees and that safe work practices are followed, and the environment is fully protected in accordance with Company policy and governmental regulations.
  • Maintain confidentiality and adhere rigorously to ethical standards of business conduct consistently.
  • Assist in administering the corporate treatment, storage, disposal facility (TSDF) liability management program.
  • Review audit reports on third-party TSDFs and identify environmental risks.
  • Complete TSDF risk evaluations to qualify and quantify risk of environmental liability.
  • Provide subject matter support to the TSDF steering committee on waste management and environmental compliance.

Requirements

  • Master's Degree and 3 years' related work experience
  • Bachelor's Degree and 5 years' related work experience
  • 3-5 years Professional experience working on issues requiring oversight of federal and state waste programs
  • 2 years Professional experience in environmental science, chemistry, and/or waste management
  • Driver's License Required
