About The Position

Science and Engineering Research Program Manager (26-12 S&E Program Management ) INTRODUCTION : The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support. DESCRIPTION OF SERVICES : Contractors shall aid in research for the Airman Systems Directorate, Airman Biosciences Division 711 HPW/RHB. The Airman Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The division’s branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight. The research supports Air Force Medical Command (AFMEDCOM) research interests by creating individualized high- performance integrated systems and operations-enhancing health readiness. The contractor shall provide direct support to the Defense Health Program (DHP) Medical Human Performance (HP) Portfolio, Product Line Lead (PLL) and Lead Program Manager to include the R&D support programs personnel and laboratories that carryout the medical HP research mission. Contractor employee assistance under this services support task order shall be for use by 711HPW a Wright-Patterson Air Force Base, Ohio. The contractor shall meet all requirements per the basic contract and shall be professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.

Requirements

  • The contractor employee shall possess a bachelor’s degree in systems engineering or related engineering, with at least five (5) years of progressive experience in engineering program management within the Department of War (DoW) (previously Department of Defense); equivalent industry environment; or combination thereof.
  • The contractor employee shall have demonstrated expertise in a systems discipline (e.g., systems engineering, human systems integration, modeling and analysis) involving systems thinking and a systems approach to problem definition and solution.
  • The contractor employee shall have the demonstrated ability to direct the development of, review, and approve key technical documentation for both software and hardware development. Some examples include reviewing and/or contributing to technical documentation such as Technical Roadmaps, System Design Documents, Use Cases, System Topologies, Test plans, Product Transition Plans, and Technical Proposals.
  • The contractor employee shall have demonstrated experience in direct management of technical planning, risk management, and technology transition strategy development and management.
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information.
  • The NDA shall be provided to the Government Program Manager by start of performance.
  • Employee must be a U.S. citizen.
  • All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement.

Nice To Haves

  • Master’s degree in engineering or in a scientific domain related to systems engineering, human performance and/or human effectiveness.
  • Possesses one of the following minimum training requirements: DAWIA career field certification (Practitioner) in Engineering & Technical Management (ETM) OR Project Management Professional (PMP) Certification.
  • Demonstrated experience working in a research and development program and/or studies surrounding human systems integration.
  • Experience with program utilizing Agile methodologies and incorporating AI management tools.

Responsibilities

  • Work with multi-disciplinary integrated product teams with demonstrated ability to communicate, establish working relationships, coordinate technical exchanges, and manage expectations across a wide range of stakeholders.
  • Exhibit competence in the rigorous methods of scientific inquiry and analysis.
  • Employ scientific and analytical techniques to define, quantify, and recommend the feasibility of assigned projects, studies or problems, and perform independent analysis leading to unique analytical recommendations and viable courses of action for complex technology challenges.
  • Identify additional questions to be answered, provide or critique essential elements of analysis, and provide alternatives to be considered, as well as suggest analytical techniques to be employed.
  • Transition scientific results from the research environment to operational community and/or end users.
  • Assist with the management of the portfolio’s cost constraints, technical performance, schedule, and risk management to ensure the successful delivery of technical objectives and products within schedule limitations.
  • Apply experience with writing technical briefings/reports and developing presentations to include ensuring the program's documentation and all deliverables meet professional and organizational standards.
  • Work independently, design research studies and agreements independently, use strong attention to detail, exhibit strong English skills, maintain good organizational skills, show initiative in performing assigned tasks, and possess the ability to follow-up complex projects.
  • Perform secondary and support functions within scope of the duties of the Science and Engineering Research Program Manager for the DHP Medical Human Performance Portfolio.
