About The Position

The King County School-to-Work Program connects students with intellectual and developmental disabilities (I/DD) to employment services early while they are still in their high school transition programs. This best practice transition service model involves multiple partnerships with the goal of supporting students to obtain paid employment prior to exiting their high school transition programs at age 22. This School-to-Work Program Manager will be responsible for co-planning, coordinating, implementing, and maintaining services to meet the employment needs of current and future King County youth who experience I/DD. This position will perform a broad range of functions at an expert level, including co-developing new and innovative best practices and funding strategies, managing expenditure and revenue contracts, supporting increased outreach to underserved communities, working to ensure culturally relevant and equitable services, and supporting the continuous improvement of employment outcomes.

Requirements

  • Strong knowledge and commitment to equity and social justice principles and practices.
  • A combination of at least six years of education and/or professional experience within the developmental disabilities service system.
  • 2 or more years of experience leading a developmental disabilities service system-related project or program.
  • Professional developmental disabilities experience in supported employment administration.
  • Skills and abilities working collaboratively with diverse program partners.
  • Ability to identify intersecting issues, challenges, and opportunities for collaboration.
  • Professional experience in planning, policy, or program development and public engagement.
  • Professional experience in managing a budget consisting of multiple funding sources.
  • Ability to assess, plan, and/or deliver engaging training and technical assistance.
  • Demonstrated experience in using data to inform continuous quality improvement.
  • Demonstrated ability to function in complex and sensitive political situations.
  • Ability to work with creativity and flexibility, both independently and as a team member.
  • Professional experience to plan, build agendas, and facilitate effective meetings.
  • Valid Washington State Driver's License or ability to travel throughout the County.

Responsibilities

  • Co-manage the coordination and implementation of the School-to-Work Program in King County.
  • Develop and implement strategies to ensure racially equitable and culturally relevant services for students with intellectual and developmental disabilities.
  • Develop and implement strategies to support increased outreach to underserved communities.
  • Work collaboratively with team and partners to identify funding opportunities to grow the program and expand capacity.
  • Develop program policies/procedures in compliance with state and county requirements.
  • Collaborate to implement data-informed best practices in service delivery and administration.
  • Develop and manage contracts with community-based service organizations to ensure compliance with school district, state, and county requirements.
  • Work collaboratively with team and Fiscal to manage multiple revenue contracts with partners.
  • Represent the Division in multi-agency and inter-jurisdictional meetings and community meetings.
  • Provide and/or arrange technical assistance for service providers to ensure compliance with federal, state, and county requirements.
  • Establish and maintain strong working relationships with program partners.
  • Plan, build agendas, and effectively facilitate meetings with providers and other stakeholders.
  • Handle politically sensitive inquiries from individuals, families, agency providers, and community members.
  • Develop, coordinate, and deliver training on a variety of policy and procedural topics to contractors and community partners.
  • Other duties as assigned.
