About The Position

The Office of Data, Academic Planning & Institutional Research (DAPIR) is seeking an Institutional Policy Analyst to join our Institutional Research and Decision Support team. DAPIR manages the structures needed to ensure the availability of accessible, usable, high-quality data. Along with campus partners, DAPIR promotes an institution-wide data strategy and the use of data to inform strategic initiatives and planning. The IRDS team applies their knowledge of the institution and the broader higher education landscape to analyze information about students, faculty, staff, and administrative operations to support UW-Madison's strategic efforts. This position's analytical work will focus on supporting the School of Education. The School of Education and many of its programs are widely regarded as being among the very best in the nation. In addition to its high-quality academic programs, the people and units that make up the School of Education are addressing some of society's most critical needs and furthering their fields. The School of Education's renowned faculty, staff, and students conduct innovative research that is driven by the Wisconsin Idea and the conviction that the work they do should benefit Wisconsin, the country, and the world. The work of the analyst in this role will focus on the analytic priorities of the School of Education and includes the creation of tables, reports, and analyses for internal use; creation and maintenance of Tableau workbooks; responding to ad-hoc requests and questions, presenting findings to stakeholders, and providing training support for developed resources. The analyst will have an advanced understanding of relevant policy, data governance, and contextual considerations to apply to their work.

Requirements

  • 3+ years of progressive experience in a role that includes data and analysis activities.
  • Proficient with a relational database query tool and SQL or similar database programming languages.
  • Experience working with large data sets from operational data systems.
  • Experience using data and analytic approaches to evaluate the effects of policy decisions and inform policy development and program evaluation.
  • Proficient with general inferential statistical techniques and knowledgeable in predictive modeling concepts and techniques.
  • Demonstrated ability to learn new software and skills.
  • Skilled in managing varied projects, priorities, and duties with exceptional attention to detail.
  • Proficient with the Microsoft Office suite, including functions and pivot tables in Excel; PowerPoint, e-mail, and e-calendaring.

Nice To Haves

  • Degree in higher education administration, public policy, education policy, or relevant applied social science fields.
  • Knowledge of higher education issues and experience in higher education administration.
  • Knowledge of schools of education and related programs.
  • Experience responding to requests that are sensitive or political in nature.
  • Experience with high-stakes reporting, responding to compliance and regulatory requirements.
  • Proficient with statistical software such as SAS, SPSS, or STATA.
  • Familiarity with relational database design and dimensional modeling.
  • Experience constructing data sets from multiple data sources.
  • Able to investigate operational processes and sources of data to construct meaning and draw conclusions while understanding the limitations of the data.
  • Experience guiding stakeholders to accurately define their questions.
  • Able to communicate complex data analysis results to stakeholders in an easy-to-understand way, including written reports, interactive visualizations, and presentations.
  • Familiarity with data visualization tools, such as Tableau or Qlik.
  • Experience with documentation of projects (and the use of version control tools such as GitLab).
  • Evidence of ability to develop and sustain productive working relationships.

Responsibilities

  • Provides analysis and consultation on a variety of administrative-related matters (35%)
  • Participates in establishing guidelines and procedures to ensure adequacy, quality, and reliability of information sources to ensure information systems and databases manage, store, and retrieve institutional data according to established policies, procedures, and reporting regulations (5%)
  • Designs, collects, analyzes, and researches institutional data according to established procedures and regulations (20%)
  • Serves as liaison and primary contact to internal and external stakeholders for institutional reporting and compliance, external surveys, and institutional statistics and data (20%)
  • Prepares and disseminates institutional statistical reports to institutional programs, working units, and leadership (20%)
