About The Position

The Vermont Agency of Education (AOE) is seeking a School Finance Analyst II to support the fiscal oversight, compliance monitoring, and financial administration of state and federal education grant programs, with a primary focus on Vermont's Afterschool and Summer Programs.
This position plays a key role in ensuring the responsible stewardship of public funds across a diverse provider network that includes public schools, nonprofit organizations, and community-based providers. The role places particular emphasis on supporting non-LEA grantees-including nonprofit organizations, community-based providers, and other nontraditional entities-many of whom are first-time recipients of state education funding and require enhanced fiscal guidance and support.
This position is part of the Grants Management Division and works in close partnership with program, finance, and leadership teams to promote transparency, compliance, and strong fiscal practices across the Agency.
The role supports a statewide network of grant recipients and ensures funds are administered in accordance with state financial requirements, internal control standards, and applicable federal regulations (e.g., Uniform Guidance). The position exercises independent judgment in evaluating fiscal practices, analyzing financial data, supporting audit processes, and guiding grant recipients in sound financial management.

Requirements

• Associate’s degree or higher in accounting, business management, finance, or related field.
• Four (4) years or more of experience in accounting, financial analysis, or related field.

Responsibilities

• Conduct fiscal monitoring of grant recipients to ensure compliance with state and federal requirements
• Review financial documentation, internal controls, and grant management practices
• Support monitoring reviews, including documentation, findings, and corrective action follow-up
• Provide fiscal oversight and technical assistance to nonprofit and community-based providers receiving afterschool and summer funds
• Support first-time grantees through onboarding, training, and ongoing fiscal technical assistance
• Develop tools, guidance, and processes to support financial review for entities operating outside the State's Unified Chart of Accounts
• Collect, analyze, and interpret financial and programmatic data across multiple grant programs
• Conduct expenditure and trend analysis to identify fiscal risks, compliance concerns, and opportunities for targeted technical assistance
• Prepare fiscal reports and supporting documentation for Agency leadership and external stakeholders
• Provide guidance on allowable costs, fiscal reporting, and internal control expectations
• Participate in statewide training and technical assistance related to grants management and financial oversight
• Respond to complex fiscal inquiries from program staff and grant recipients
• Coordinate with program, finance, and compliance teams across the Agency of Education
• Contribute to the development of fiscal guidance, monitoring frameworks, and new grant initiatives
