About The Position

Northstrat is seeking a Program Scheduler who can communicate program plan and status to the Program Manager. In this critical role, you will be the scheduling subject matter expert, providing guidance to the Program Manager and team members on all scheduling aspects, specifically within an Earned Value Management System (EVMS) environment. You will partner with the team to develop and maintain a resource-loaded Integrated Master Schedule (IMS) to effectively visualize and manage project dependencies and complexities. This role requires agility in a fluid environment to rapidly develop the project roadmap, establish key milestones, and implement progress tracking metrics. Success is driven by the ability to ensure schedule health, maintain DCMA 14-Point Assessment standards, and independently drive scheduling projects to successful completion.

Requirements

  • Expertise with Microsoft Project, SSI Tools, and Milestone Professional; familiarity with cost-scheduling integration tools (e.g., Cobra, Empower) is a plus.
  • Must have a bachelor's degree and 9+ years of experience, or a master's degree with 6+ years of experience. In lieu of a degree, 4 additional years of experience can be substituted.
  • Deep functional knowledge of EIA-748 EVMS guidelines and their application to large-scale government contracts.
  • Proven experience passing DCMA/DCAA schedule health audits and maintaining valid baseline controls.
  • Active Top-Secret clearance required; must be able to obtain SCI and polygraph.
  • Ability to identify, track, and integrate risks into the IMS using Monte Carlo simulations or similar risk-modeling techniques.
  • Possess an analytical mindset, with the ability to bridge the gap between technical execution and financial reporting in a fast-paced work environment.

Responsibilities

  • Build and maintain a program-level, resource-loaded IMS which includes major milestones, deliverables, and Work Package/Planning Package structures.
  • Define methodology and approach for implementing giver/receivers and inter-schedule dependencies.
  • Lead cross-functional team members in the definition of project tasks, establish task durations, define relationships, and impose constraints while ensuring Critical Path Method (CPM) integrity.
  • Coordinate and maintain an integrated project and activity schedule across all offices, ensuring alignment between the IMS and the Work Breakdown Structure (WBS).
  • Propose processes that will aid Integrated Scheduling and perform Schedule Risk Analysis (SRA) to understand the impacts of changes to program delivery.
  • Support requests for ad hoc scheduling efforts for proposals, "programs in need," and Integrated Baseline Reviews (IBRs).
  • Prepare concise monthly schedule narratives, including the Performance Narrative and data exports for the Integrated Program Management Data and Analysis Report (IPMDAR).

  • The PSP is a qualified retirement plan that Northstrat funds quarterly on the employee’s behalf through the IBA in the amount equivalent to 25% (up to the IRS contribution limit) of the employee’s compensation. That is, of the 50% accrual in the IBA, half of the amount accrued is applied to the PSP.

Employees have the opportunity to receive additional stock options based on accomplishment of individual performance goals.
