Requirements

  • Requires bachelor’s degree Electrical Engineering, Computer Science, Information Technology, or related field and a minimum of recommended 8 years of directly related experience in engineering related field.
  • Expert level knowledge of electric grid energy management systems or similar for the purpose of configuring and engineering SCADA systems used for electric grid monitoring, protection and control.
  • Expert knowledge and application of principles in area of SCADA engineering, especially controls theory, PLC/RTAC programming, and computer networking.
  • Excellent communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives, and recommendations.
  • Ability to perform effectively in high-pressure situations while maintaining focus and calmness.
  • Ability to provide timely assessments with limited information and/or assumptions.
  • Proficient with the use of personal computers and automated tools.
  • Working knowledge of common SCADA & EMS architectures and platforms.
  • Working knowledge of computer networking, TCP/IP, firewalls/routing, Ethernet, serial bus, etc.
  • Working knowledge of power system fundamentals, such active vs. reactive power, power factor, AVR/PFR/AGC control modes, H/L V/F RTH, closed-loop PID, etc.
  • Fundamental understanding of fiber transport and microwave/wireless system technologies.
  • Understanding of Company's business, and relevant policies, procedures, and practices.
  • Knowledge of applicable federal, state, local laws, regulations and the National Electric Codes.

Nice To Haves

  • Engineering experience specific to industrial power systems or electric utility power systems.
  • Experience with DAQ (Data Acquisition), RTU (Remote Terminal Unit), IED (Intelligent Electronic Device), RTAC (Real-Time Automation Controller) and PLC technologies.
  • Experience with common industrial communications protocols, such as DNP3, Modbus, OPC-UA, etc.
  • Experience with IT/OT system fundamentals, Windows Server, Linux, virtualization, etc.
  • Experience with scripting in PowerShell, Python, Bash, etc.
  • Experience with IEC-61850.
  • Experience with IEEE-2800.
  • Experience with NERC CIP.

Responsibilities

  • Act as an expert in the work group; train and mentor SCADA specialists and engineers.
  • Develop complex engineering studies, plans, specifications, calculations, evaluations, design documents, and performance assessments.
  • Design the SCADA portion of projects, including network topologies, RTU configurations, I&C device selection, control narrative development, and point list implementation per stakeholder requirements.
  • Coordinate project teams, vendors, and stakeholders to drive design, development, procurement, assembly, verification, commissioning, and sustainment of plant SCADA systems.
  • Work with stakeholders to ensure the remote command, control, communications, and cybersecurity requirements are satisfied by plant SCADA systems.
  • Support plant modeling, protection scheme development, and AHJ compliance efforts.
  • Recommend alternative engineering solutions to management to meet business needs.
  • Deliver on commitments and manage outside engineering services to accomplish the assigned work.
  • Maintain project timeliness and budgets.
  • Analyze, create, document, and refine SCADA engineering methods.
  • Provide hands-on commissioning or troubleshooting support on site, as needed. (Travel to site.)
