About The Position

This position is located in the Utilities Enterprise System Division of the Utilities Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The position provides unique SCADA (Supervisory Control and Data Acquisition) support and programming for the City of Oklahoma City Utilities Department. A thorough knowledge of computer and networking hardware, software systems and systems design is required prior to obtaining the position. Essential job functions include: performing highly skilled work in the areas of planning, design, implementation, testing, operation, documentation, security, troubleshooting, and hardware/software maintenance of the department’s SCADA systems; negotiating and making decisions on behalf of the department as it relates to enforcing the department’s SCADA Policies and Procedures; managing SCADA system accounts; performing periodic audits and reviewing the Industrial Control System (ICS) events; implementing a contingency plan for the ICS addressing contingency roles; serving as a technical expert between department and outside vendors and acting as project manager on IT and SCADA related projects. This position utilizes a variety of programs and software applications and is required to maintain state-of-the-art knowledge of current systems and new system applications.

Requirements

  • Ability to independently investigate and resolve matters of significance on behalf of management.
  • Ability to manage multiple projects and support current infrastructure simultaneously.
  • Ability to operate peripheral computer equipment such as printers, keyboards, etc.
  • Ability to regularly and customarily exercise discretion and independent judgment in making significant business decisions.
  • Ability and willingness to establish and maintain effective working relationships.
  • Ability and willingness to make work related decisions and assume responsibility for decisions made.
  • Possession of a valid Driver License (Operator).

Nice To Haves

  • Possession of a bachelor's degree in IT, Business, or related field, plus five (5) years of equivalent work experience managing support for business-critical Industrial Control Systems and support teams providing services to medium- to large-size enterprises.
  • Experience analyzing technical data and communicating information to non-technical personnel.
  • Possession of a DEQ Class D Water & Wastewater Operator License, or the ability to obtain one within six (6) months from the date of hire/promotion/transfer/demotion.
  • Experience auditing environments built using NIST 800-82 framework.
