Under the direction of the Utilities Engineer maintains I&C and SCADA systems for the Utilities Department. The position provides management and support for instrumentation and control equipment throughout the Utilities Department and the software systems for SCADA and data management. Able to work independently and/or under supervision to maintain assigned responsibilities.

  • Manage/Maintain instrumentation and controls (I&C) equipment throughout the Utilities Department.
  • Manage/Maintain existing SCADA software programs, including but not necessarily limited to Wonderware and associated programs, Microsoft Access, Excel and SQL databases.
  • Research, purchase, deploy and maintain I&C equipment for and as implemented.
  • Troubleshoot, program, and calibrate many types of equipment within the functions of water/wastewater functions such as flow meters, dissolved oxygen probes, pump control PLC's, networking equipment and radios, pressure indicator transmitters, valve controllers and status indicators, pump controllers and status indicators.
  • Perform electrical tests and evaluation of system equipment.
  • Manage current developed operational reports and develop new reports from SCADA data as necessary for operational and maintenance activities.
  • Troubleshoot and repair software problems.
  • Build interactive screens on SCADA computer and link to network data for operation use.
  • Ensure data integrity is maintained along with ensuring correct data flow through SCADA system.
  • Maintain, troubleshoot and build new programs for PLC sites within SCADA networks.
  • Coordinate maintenance of SCADA PC hardware; may include light hardware maintenance.
  • Update software as needed, within budget constraints.
  • Provide information for budget considerations.
  • Work with Water and Wastewater Plant supervisors to ensure data handling and reporting meets their needs.
  • Work with vendors for acquisition and support.
  • May be called upon to do some internal network hardware troubleshooting and repair to ensure data transmission and integrity.
  • Develop and maintain select Utilities data-handling software needs.
  • Supports the departmental operations with regular and timely attendance.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • High School Diploma required.
  • Comprehensive technical background in overall computer hardware/software use, with emphasis on database development and management.
  • Electrical and instrumentation experience preferred.
  • College-level or other formal classroom education preferred.
  • Must be available for 24-hour call.
