About The Position

The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems. The SCADA Manager leads and manages resources and the activities of the SCADA/lnstrumentation and Control team to achieve compliance with all local, state and federal rules, regulations and laws, and to meet the needs of the SJRA operating divisions while achieving optimal safety, efficiency and quality standards. Some of these activities include the planning, permitting, development, engineering, design, construction, implementation, programming, repair, rehabilitation and improvement of all SCADA, instrumentation and control assets to achieve optimal safety, efficiency, and quality. This role works closely with managers and staff of the operating divisions, SCADA/l&C Department, General and Administration, and Senior Management of the SJRA to provide strategic integration of activities while enabling the entire SJRA organization to achieve its objectives.

Requirements

  • Associate's degree in Engineering, Computer Science or other related technical field is required.
  • 10 years - Progressively responsible and practical experience in SCADA/l&C (real time monitoring and control) system design, implementation, procurement, construction, installation, operation, troubleshooting, capital improvements, maintenance, and repair.
  • Computer hardware and software, programming, system analysis and telemetry experience is desired.
  • Texas Driver's License with Insurable driving record Required.

Nice To Haves

  • Bachelor's degree in Engineering, Computer Science or other related technical field is preferred.
  • Water utilities experience is a plus.
  • PE - Registered Professional Engineer in the State of Texas preferred.

Responsibilities

  • Establishes the overall goals and objectives of the designated area of business with SJRA Senior Management and other applicable business areas; maintains an organizational structure and delegates authority to subordinates, as appropriate; leads the organization to successfully accomplish approved goals and objectives; communicates goals and expectations to team members and measures performance against those goals and expectations.
  • Prioritizes, coordinates, and delegates responsibilities and activities to subordinates to be performed in accordance with policies, principles, and procedures established by SJRA Senior Management and/or Board of Directors; conducts performance evaluations, recommends position and compensation adjustments of staff for approval by SJRA Senior Management.
  • Develops, successfully implements and periodically updates strategic, business and tactical plans to meet overall goals and objectives of the Department; develops and annually updates the Department's staffing plan.
  • Prepares annual department budget and obtains approval by Operating Division Managers, SJRA Senior Management, and the SJRA Board.
  • Evaluates and approves expenditures in compliance with Board-approved budget, and SJRA and state purchasing/procurement policies, procedures, and rules; recommends appropriate actions for compliance and coordinates with Purchasing/Procurement Manager as appropriate.
  • Responds to requests for fiscal data and analysis by Operating Division Management, SJRA Senior Management, and the SJRA Board.
  • Coordinates and facilitates recruitment, training, mentoring, counseling, discipline, and development of staff, strategically geared to meet the overall goals and objectives of the designated area of business, collaborating with Human Resources as appropriate.
  • Reviews and approves direct report time reports; reviews and approves all training and any travel outside Montgomery and Harris counties requiring overnight lodging for staff in the designated area of business within annual budgets.
  • Manages, trains and leads staff that support SCADA/l&C (real-time monitoring and control) systems including hardware and software selection, installation and support; control system analysis, design, programming, installation and support; as well as working with Human Machine Interface (HMls), Programmable Logic Controllers (PLCs), field instrumentation and telemetry.
  • Coordinates with Operating Division Managers, Technical Services Manager and staff and ensures successful implementation of SCADA/l&C projects including planning, permitting, engineering, design, programming, implementation, simulation, testing, start-up, training, document management, and project closeout.
  • Supports Technical Services Department and Operating Divisions in the development of the Divisions' annual 10-year project plans.
  • Enforces safety regulations, policies, principles, and procedures; verifies that all required Personal Protective Equipment is assigned and available to staff; reviews incident investigations and takes action to prevent recurrence; coordinates with Risk Management department as appropriate.
  • Acts as subject matter expert on planning, development, programming, implementation, maintenance, repair, improvements and management of SCADA/l&C systems and facilities.
  • Ensures proper and safe operation and maintenance of all SCADA or l&C systems, instruments, and controls, and ensures compliance with local, state and federal rules, regulations and laws.
  • Coordinates with SJRA Operating Divisions to identify SCADA operations that are critical during emergencies.
  • Ensures the integrity of the SCADA system, as well as availability of spare parts and necessary staff, to sustain operations during emergency conditions.
  • Ensures timely decisions regarding emergency operations, and ensures records of same are prepared and maintained.
  • Ensures implementation of an asset management program to maintain reliable operations of all SCADA/l&C systems and facilities; ensures effective utilization of the EAM computerized maintenance management system (CMMS) and monitors key performance indicators compared to best management practices used by public utilities in the United States.
  • Performs or delegates to appropriate staff the review of all professional services, construction, miscellaneous services, and other agreements, including associated scope, level of effort, fee and schedules, and submits timely to Operating Division Management and SJRA Senior Management for review and, if applicable, obtain SJRA Board approval; assures proper monitoring and management of all professional services, construction, miscellaneous services, and other agreements for compliance with approved agreements; coordinates with Technical Services Manager as appropriate.
  • Oversees the selection and procurement of all SCADA/l&C software, hardware, equipment, materials and supplies, including vehicles, necessary for Department activities.
  • Represents SCADA/l&C Department as its principal spokesperson at Operating Divisions staff and Customer meetings, SJRA Board meetings, public meetings, hearings, regulatory agency meetings, and other affairs that impact the organization and its Operating Divisions; keeps SJRA Senior Management informed of the status of SCADA/l&C Department and all SCADA/l&C assets.
