About The Position

Protect the integrity of federal research investments by conducting comprehensive due diligence and risk assessments for NOAA's SBIR program. We are seeking an experienced Analyst III to serve as the principal due diligence and NEPA specialist, executing foreign risk assessments and environmental compliance activities for NOAA financial awards. Working with the SBIR Program Manager, you will review small business submissions, assess cybersecurity practices, analyze foreign ownership risks, and ensure compliance with federal regulations. This role requires strong analytical skills, attention to detail, and the ability to make risk-based recommendations that protect national interests while supporting small business innovation. You will collaborate with NOAA, NIST, and Commerce security teams to safeguard award integrity and support program objectives during a period of heightened oversight. Position is contingent upon contract award Work Schedule and Location: Remote: This full-time remote position will work Monday through Friday, 8:00 AM to 5:00 PM.

Requirements

  • The ability to obtain a public trust
  • Education: Bachelor of Science or Bachelor of Arts degree from an accredited college or university in an analytic discipline or closely related field (e.g., statistics, economics, accounting, business administration, public policy, or related field). A demonstrated equivalent combination of education, training, and experience can be used to meet the minimum qualifications.
  • Work Experience: A minimum of 6 years of full-time experience in an analytic discipline (e.g., economics, business processes, statistics, operations research, risk analysis, or other related technical fields)
  • Strong analytical and critical thinking skills with the ability to conduct comprehensive risk assessments
  • Exceptional attention to detail and ability to verify information using multiple sources
  • Experience conducting due diligence reviews or compliance assessments
  • Strong written and verbal communication skills, with the ability to make clear recommendations to leadership
  • Ability to work independently and manage multiple priorities in a complex regulatory environment
  • Proficiency with research tools and databases for investigating business entities
  • Understanding of risk-based assessment methodologies
  • Commitment to maintaining confidentiality and handling sensitive information appropriately
  • Experience with NEPA (National Environmental Policy Act) compliance or environmental review processes
  • Knowledge of federal award administration and grant management

Nice To Haves

  • Familiarity with cybersecurity frameworks and assessment methodologies
  • Experience with foreign ownership, control, or influence (FOCI) assessments
  • Understanding of federal procurement regulations and compliance requirements
  • Experience working with GAO audits or federal oversight activities
  • Knowledge of SBIR/STTR programs or federal research and development funding

Responsibilities

  • Serve as the principal due diligence and NEPA specialist for the office
  • Review all SBIR company submissions and conduct due diligence and verification of all materials provided by each company using publicly available and internal resources
  • Assess, using a risk-based approach, the cybersecurity practices, patent analysis, employee analysis, and foreign ownership of small businesses seeking an award
  • Make recommendations to the Program Manager using a risk-based approach based on these reviews
  • Independently plan, coordinate, and perform administrative activities related to SBIR award administration, including all records retention and management
  • Conduct NEPA reviews for new awards and work with internal risk teams within NOAA for verifying no foreign influence in small business awards
  • Coordinate with NOAA, NIST, and Commerce security teams to facilitate higher level due diligence reviews as necessary
  • Support Program Manager with GAO audits related to due diligence activities
  • Analyze and advise on changes in policies and resources that affect program objectives
  • Study proposed legislation and regulations to determine program impact
  • Conduct studies on other federal due diligence programs to identify best practices and possible improvements
