About The Position

Parsons is looking for an amazingly talented SAP/STO Planners (Senior and Journeyman levels) to join our team! In these roles you will get to either serve as the principal planner and integrator or in a support role to the senior level for Special Access Programs (SAP), Special Technical Operations (STO), and Alternative Compensatory Control Measures (ACCM) in support of Operations in the Information Environment (OIE). What You'll Be Doing: Senior Enables the secure, compliant, and synchronized integration of highly sensitive capabilities into joint planning and execution while protecting sources, methods, and political-military equities. Plans, coordinates, and integrates SAP/STO-enabled Information Related Capabilities (IRCs)—including MISO, MILDEC, cyberspace operations, Electronic Warfare (EW), and other sensitive activities—to ensure alignment with commander intent, campaign objectives, and approved OIE concepts. Advises J39 leadership and planners on the operational feasibility, risks, and constraints associated with employing sensitive capabilities in support of influence and non-kinetic operations. Leads coordination across operations, intelligence, and sensitive activities directorates, serving as the central node for STO planning, deconfliction, and approval. Facilitates intelligence gain/loss assessments, political and military risk evaluations, and synchronization with J2, J3, J5, and interagency partners, ensuring unity of effort while managing compartmentation. Develops and integrates SAP/STO components into campaign plans, CONOPS, OPLANs, annexes, and assessment frameworks, ensuring sensitive capabilities are incorporated into COA development, wargaming, plan transition, and execution. Manages the Review and Approval Process (RAP) for SAP/STO-related CONOPS and activities, ensuring compliance with IJSTO guidance, DoD regulations, and security protocols. Coordinates fires and effects planning to integrate cyber-delivered STO, information operations, and EW capabilities into Offensive and Defensive Cyberspace Operations (OCO/DCO) and broader joint schemes of maneuver. Synchronizes Information Related Capabilities (IRCs) within the scheme of fires to enable both lethal and non-lethal effects while minimizing risk of fratricide or exposure. Represents SAP/STO equities in working groups, planning cells, and interagency coordination forums, and serves as a trusted liaison to the Joint Staff, OSD, CCMDs, Intelligence Community elements, and partner nations (as authorized). Ensures rigorous compliance with classification, access, and handling requirements while enabling operational advantage through protected capability integration. Journeyman Applies established SAP/STO processes, security protocols, and joint planning standards to help ensure sensitive capabilities are employed securely, compliantly, and in alignment with operational objectives while protecting sources, methods, and political‑military equities. Contributes to the integration of SAP/STO‑enabled Information Related Capabilities (IRCs)—including MISO, MILDEC, cyberspace operations, Electronic Warfare (EW), and other sensitive activities—by identifying how these capabilities can support commander intent, campaign objectives, and approved OIE concepts. Provides inputs to planners and J39 leadership on feasibility considerations, operational risks, and constraints associated with the use of sensitive or compartmented capabilities. Coordinates across operations, intelligence, and sensitive activities directorates to support STO planning, deconfliction, and approvals. Assists in conducting intelligence gain/loss reviews, political‑military risk assessments, and operational feasibility checks, collaborating with J2, J3, J5, and interagency partners while maintaining strict compartmentation requirements. Contributes to the development of SAP/STO inputs for OPLANs, CONPLANs, campaign plans, annexes, and related operational documents, ensuring sensitive capabilities are appropriately incorporated into COA development, wargaming, and execution planning. Supports management of the Review and Approval Process (RAP) for SAP/STO‑related CONOPS and activities by preparing documentation, applying regulatory guidance, and ensuring compliance with IJSTO and DoD security requirements. Participates in fires and effects planning to help integrate cyber‑enabled STO, information operations, and EW capabilities into Offensive and Defensive Cyberspace Operations (OCO/DCO) and broader joint schemes of maneuver. Helps synchronize IRCs within the scheme of fires to support both lethal and non‑lethal effects while minimizing exposure risks or unintended interference. Represents SAP/STO equities in working groups, planning cells, and coordination forums as assigned, contributing to discussions with Joint Staff, OSD, CCMDs, Intelligence Community partners, and multinational organizations (when authorized). Ensures all actions comply with classification, access, and handling rules while enabling operational advantage through the secure application of specialized capabilities.

Requirements

  • current/active TS/SCI
  • Bachelors degree and 13+ years experience (Senior)
  • Years of comparable experience can be used in lieu of degree. (HS diploma 17+ years, Associates 15+ years, Masters 10+ years)
  • Bachelors degree and 5+ years experience (Journeyman)
  • Years of comparable experience can be used in lieu of degree. (HS diploma 8+ years, Associates 6+ years, Masters 3+ years)
  • An active Top Secret SCI security clearance is required for this position.
