The Safety & Training Manager is responsible for overseeing the safety and training department at EISD. This role involves improving staff effectiveness through counseling, training, and recommending corrective actions. The manager will supervise personnel, develop measurable performance expectations, and ensure compliance with safety regulations. The position requires collaboration with internal and external stakeholders to maintain safety policies and procedures, manage the Emergency Response Plan, and oversee safety-related public information programs. The manager will also evaluate training programs and maintain partnerships with external agencies to enhance employee development and safety programs.

  • Improves staff effectiveness by counseling, training and recommending corrective action for employees.
  • Oversees the supervision of personnel, including work allocation, time approval, hiring, training, orientation, and problem resolution.
  • Develops measurable performance expectations for assigned staff according to department goals and objectives.
  • Establishes, implements, and communicates goals, objectives, policies, and procedures in accordance with strategic plan and applicable laws.
  • Hosts regular staff meetings to ensure communication between personnel and program-related activities.
  • Achieves financial objectives by preparing and administering the annual budget.
  • Manages the development and maintenance of safety policies, procedures, and plans.
  • Ensures compliance with all Federal, State, Tribal, and local regulations and standards involving safety.
  • Maintains the Emergency Response Plan (ERP) and coordinates with stakeholders on training and updates.
  • Oversees the administration of safety-related public information programs.
  • Assesses and analyzes all work performance activities for continual improvement.
  • Generates accurate and timely safety reports and analyzes data to identify root causes of hazards.
  • Oversees and guides the design, implementation, and measurement of employee training programs.
  • Develops and organizes training materials and evaluates the effectiveness of training programs.
  • Oversees the administration of NTUA education programs including the Scholarship Program.
  • Builds and maintains partnerships with external agencies related to employee development and safety.
  • Maintains professional knowledge of safety regulations and employee development best practices.
  • Advocates and models safe, ethical behaviors.
  • Performs other duties as assigned.
  • High School Diploma or GED Certificate.
  • Bachelor's Degree in Safety, Organizational Learning & Development, Human Resources or related field.
  • 10 years of safety and adult education experience in public utility or construction related industry.
  • 5 years of experience in a supervisory capacity.
  • OSHA 1910 and 1926 30-Hour, Instructor certification or equivalent.
  • Certified Safety Professional (CSP) preferred.
  • Valid Driver's License required (subject to motor record review).
  • Certified Safety Professional (CSP) preferred.
