About The Position

This position will contribute to the Department by providing effective leadership, contract oversight, and technical expertise to ensure traffic safety programs, engineering studies, and contracted services are delivered efficiently, safely, and in compliance with departmental standards. Through staff supervision, coordination of the district safety work program, and collaboration with internal and external stakeholders, the position supports strategic planning, resource allocation, and performance objectives that advance the Department’s mission and operational goals.

Requirements

  • Knowledge of traffic engineering concepts, terminology, principles, and analytical techniques.
  • Knowledge of The Manual of Uniform Traffic Control Devices.
  • Knowledge of Florida Department of Transportation standards, manuals, guidelines and practices.
  • Knowledge of traffic data collection techniques.
  • Knowledge of statistical techniques.
  • Skills in problem solving.
  • Skills in the use of personal computers and a variety of engineering software.
  • Skills in communication, including written, verbal and effective listening.
  • Ability to read and interpret plans, specifications, design standards, and manuals.
  • Ability to apply engineering concepts, practices and functions.
  • Ability to input and retrieve information from a computer database.
  • Ability to collect, analyze, and interpret engineering data.
  • Ability to work independently and make decisions.
  • Ability to establish and maintain effective working relationships.
  • Registered Professional Engineer in accordance with Chapter 471, Florida Statutes.
  • Due to the nature of this position, incumbent is required to respond to emergencies.

Responsibilities

  • Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
  • Develop and manage professional and contractual service contracts, and other types of agreements, that support traffic operations. This includes project management responsibilities associated with procuring contracts, issuing task work orders, reviewing contract deliverables, reviewing, and processing invoices, coordinating Department personnel and other agencies associated with work under the contract, preparing contract correspondence, maintaining project files, and actively participating in project meetings.
  • Develop and review engineering reports and studies. This includes preparing and disseminating the Strategic Highway Safety Plan (SHSP) tracking reports, study documentation and presentation of findings and conclusions, analysis of engineering data, and coordination of resources necessary to produce reports. Signs and seals engineering documents as required.
  • Assist the District Traffic Safety Program Engineer in coordinating project production with the Department's Work Program. This includes establishing and maintaining effective working relationships with the district's Work Program Unit so that project schedule and control can be efficiently managed. Assist with the development and coordination of the district’s safety work program.
  • Participate in meetings, on committees, task teams and other groups with internal and external customers to represent traffic engineering interests. Includes, providing useful commentary and review of work products as well as developing correspondence and follow-up contact as needed.
  • Assist the District Traffic Safety Program Engineer in implementing business and related plans to guide resource allocation and achieve unit performance targets. Includes collaborating with others in plan development, reporting plan results, linking performance targets to SMART objectives in staff expectations, and identifying and making resource recommendations.
