About The Position

The City of Farmington reserves the right to hire at either the Safety Specialist I or Safety Specialist II level depending on experience and qualifications. Works under the direction of the Safety and Security Officer and the supervision of the Safety and Security Officer. The position is responsible for the compilation and maintenance of OSHA, EPA, and DOT programs and records, performing assessments and analyses, and follow-up with the Safety and Security Officer. This includes preparing professional level documentation packages for submittal to regulatory agencies, maintaining documentation for the various EHS programs; responding to requests for data, analysis, and reports for internal and external groups; and participate in the development, implementation, and assessment of the City's Environmental, Health, and Safety program. The position aids departmental/divisional work groups in: hazard identification and assessment; implementing programs and practices which support compliance with EHS regulations; performing assessments. The position supports Compliance Division staff as required, with any laws, rules and regulations that could impact the City of Farmington including but not limited to EHS regulations.

Requirements

  • This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Program. This includes, pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
  • Safety Specialist I: Associates degree in Occupational Safety & Health or related field, or equivalent combination of education and previous safety experience.
  • Safety Specialist II: Bachelor's degree in Occupational Safety & Health or related field.
  • Five years progressive experience directly managing safety programs.
  • Knowledge of safety and environmental regulations, consensus standards (NMSA , NMAC, OSHA, NMEPA, DOT, NIOSH, ANSI, IFC, CGA, NFPA, MUTCD, NMOC), OSHA reporting (300, 300a, 301), confined space, HazCom, Job Hazard Analysis, inspection procedures, incident prevention, incident investigation techniques, and safety and environmental education and training.
  • Excellent computer knowledge and skills.
  • Effective oral communication skills to interact with employees at all levels of the organization.
  • Ability to speak to large groups of employees (public speaking).
  • Effective written communication skills to create and deliver reports to senior management.
  • The ability to establish and maintain a professional and effective working relationship with employees at all levels in the organizations and external entities (OSHA, EPA, NMED, and DOT) is essential to this position.
  • Valid New Mexico driver's license with acceptable driving record for the past three years or state of current residency.
  • Must have the ability to carry out assigned tasks and projects to their completion with minimal supervision.
  • Must have the ability to work independently and with multiple tasks.
  • Ability to maintain the confidential nature of the Safety Office and the Insurance & Benefits office.
  • Extensive background checks required.
  • This position has the responsibility to participate in and comply with the City's Environmental, Health, and Safety program.

Responsibilities

  • Coordinates and conducts safe observations, spot inspections, and facility inspections, using hazard recognition, and risk assessment techniques.
  • Participates in the development and delivery of required environmental, health and safety training.
  • Ensures compliance with all applicable safety and environmental standards, laws, and policy.
  • Prepares reporting documents and distributes reports.
  • Prepares documents, and graphs for tracking incident rates, lost work days, incident trends.
  • Participates in administrating the City's medical surveillance and drug and alcohol programs.
  • Conducts and/or assists in incident investigations to determine root cause, preparing incident investigation reports of the findings, and coordinating with the Safety and Security Officer in developing corrective actions to prevent recurrence of a similar incident, while maintaining complete and accurate records.
  • Compiles, records and prepares data for OSHA reporting (300, 300a, 301), Hazardous Waste report, DOT MIS report, TIER I/TIER II.
  • Maintains records of the EHS function, including OSHA and EPA filings and logs as well as other reports for outside agencies, as may be required.
  • Maintains training records and assembles injured worker data.
  • Participates in the development of the fire prevention program for City employees, including Emergency Action Plans and the administration of the annual fire extinguisher maintenance program and the annual sprinkler system inspection and test program.
  • Assists in the administration of the City's environmental management system including administering the waste management contract, and coordinating hazardous and universal waste management activities.
  • Assists in the administration and provides technical advice on the medical surveillance program to include required vaccinations and medical testing of employees as may be regulated by OSHA and other federal and state laws.
  • Work with environmental, health, and safety advisory committees to promote and provide safety expertise and plan, develop, schedule, and deliver EHS education and training programs.
  • Develops, creates and / or modifies safety regulations and / or processes to increase safety awareness and decrease safety incidents.
  • Analyzes and evaluates hazardous conditions and assigns risk assessment codes for use by departments to prioritize and budget corrective actions.
  • Interfaces with and represents City interests to local, state, and federal agencies.
  • Recommends and develops control measures for identified hazards and associated risks.
  • Works closely with the Workers' Compensation Program to determine lost work days and to insure incident/accident reporting procedures are followed.
  • Operates a City vehicle to locations throughout the City's service area in order to provide support services to other departments, including transporting employees for drug and alcohol testing.
  • Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
  • Attendance at work is an essential function of this position.
