Position Summary The Safety Administrator provides administrative and operational support to the Safety department business functions of Safety, Occupational Health, Risk Management, Fire Protection, Security, and Emergency Preparedness and Response. Maintains organized systems, ensures timely processes, and supports both strategic and day-to-day functions in areas including OSHA/TCEQ compliance, insurance, PPE procurement, training logistics, and emergency response coordination.

Requirements

  • Must possess a high school diploma or GED.
  • Minimum of three years progressively responsible administrative, insurance, and safety experience; or an equivalent combination of education, training, and experience desired.
  • Knowledge of relevant principles of accident prevention, loss control, process safety management, occupational health and industrial hygiene, emergency preparedness and hazardous materials relating to the EPA risk management program.
  • Ability to apply fundamental mathematics used in the field of occupational hygiene and safety and calculate performance metrics.
  • Able to gather and compile information, following oral or written instructions, to develop and deliver effective presentations or training to effectively communicate verbally and in writing with internal stakeholders.
  • Able to effectively communicate orally with individuals in a face-to-face, one-on-one setting or by telephone to influence behavior related to safety and resolve conflicts.
  • Able to establish priorities for own workload based upon such factors as needed for immediate action, work objectives, work schedule, knowledge of future needs, etc.
  • Strong troubleshooting, analytical, and problem-solving skills.
  • Exceptional organizational skills, discretion, and the ability to work both independently and collaboratively with cross-functional teams.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook), and experience with Maximo, Laserfiche, Cornerstone, DocuSign, or similar systems is highly desirable.
  • Knowledge of OSHA, TCEQ, FEMA, EPA, and other regulatory frameworks.
  • Excellent written and verbal communication skills.
  • High level of discretion, integrity, and attention to detail.
  • Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.
  • Position is emergency essential and is subject to emergency call out for performance of duties.
  • Position is safety/security sensitive and subject to random drug screening.

Nice To Haves

  • Associate’s degree in Safety & Health, Emergency Management, or related field desired.
  • Certification as an Associate in Insurance Services (AIS) or Associate in Risk Management (ARM), Occupational Health and Safety Technician (OHST) is desired.

Responsibilities

  • Maintains accurate regulatory records and documentation to support safety audits, insurance claims, incident investigations, and compliance tracking, including OSHA 300 logs, DART, and TRIR reports.
  • Drives the development and optimization of automated systems to ensure real-time safety compliance tracking, insurance documentation management, and streamlined operational workflows.
  • Contributes to the development and ongoing enhancement of SOPs, safety programs, and PPE selection and acquisition processes to strengthen workplace safety and ensure regulatory compliance.
  • Designs and implements job plans and preventive maintenance schedules for safety-related assets in Maximo to ensure regulatory compliance, operational readiness, and equipment longevity.
  • Participates in preparing the annual updates of the TCEQ Water Quality Emergency Preparedness System for submittal in the State of Texas Environmental Electronic Reporting System.
  • Collaborates with HR, department level hiring supervisors, and safety specialists to coordinate pre-employment respiratory fit testing, schedule hazmat physical exams with third-party vendors, and maintain accurate safety and health related documentation.
  • Assists in the planning and coordination of tabletop drills and functional Hazmat exercises and maintains exercise documentation to meet EPA Risk Management Program (RMP) compliance. Enters participant information in the District learning management system.
  • Assists with managing insurance claims for property, vehicles, and equipment, while ensuring the accuracy and integrity of all related insurance schedules (e.g., property, equipment, vehicles, etc.).
  • Maintains insurance records and initiates insurance claims in claims database. Updates property schedule and vehicle schedule. Coordinates annual distribution of proof of insurance cards and other documents for vehicles. Submits insurance renewals by suspense dates.
  • Maintains various property and assets lists for tracking and accountability purposes.
  • Assists with incident investigations and coordination with insurance agents and legal representatives.
  • Coordinates with insurance companies for site inspections or facility appraisals.
  • Tracks and coordinates vendor contracts and invoicing for essential safety assets, including fire suppression system monitoring, maintenance and repair, PPE selection and procurement, contract security services, and emergency response equipment procurement for multiple departments across the District.
  • Collaborates with vendors and manufacturer representatives to select and procure appropriate PPE and manage invoicing for multiple departments, ensuring accuracy and operational budget alignment.
  • Completes purchase transactions from obtaining quotes, creating requisitions, transmitting approved purchase orders, and ensuring billing/payment accuracy within established timelines, across departments.
  • Assists with the development and preparation of the department annual budget and District-wide budget guidance.
  • Maintains accurate and up-to-date records across multiple platforms (Maximo, Laserfiche, Cornerstone) to support compliance, training, and asset management.
  • Upholds strict confidentiality standards when managing HIPAA-protected data, safety documentation, and sensitive employee health records.
  • Provides calendar management and scheduling support for the Senior Risk Analyst, Emergency Operations Manager, and Safety Manager.
  • Performs various duties during emergency preparedness activities, emergency response, and recovery, such as performing safety administration duties during emergencies at an incident command center or an emergency operations center.
  • Assists safety specialists with facility safety assistance visits and safety inspections. Identifies expiring expendables, invoices and orders replacement components.
  • Provides training to District employees relating to incident reporting procedures and other topics as directed.
  • Serves as Record Liaison for the department.
  • Performs various other related duties as needed.
