About The Position

The Rural Texas Strong Information Technology (IT) Business Analyst reports to the Rural Texas Strong Program Manager in the Provider Finance Department within the Chief Financial Officer Division at the Health and Human Services Commission. This position will be responsible for the successful initiation, daily oversight, and delivery of initiatives related to the Rural Health Transformation (RHT) Program administered by the Centers for Medicare & Medicaid Services (CMS). This role will be primarily responsible for information technology related initiatives and work in conjunction with other program and procurement staff. The IT Business Analyst will serve as a liaison between the program area within the agency and stakeholder, subject matter experts, and the information technology department to identify and monitor initiatives related to IT improvements in rural healthcare. This role performs highly complex (senior-level) business analysis work and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Experience with the software development life cycle (SDLC) and systems development life cycle (SDLC), including requirements gathering, design, testing, implementation, and maintenance.
  • Experience applying business and management principles in project or program settings, including strategic planning, resource allocation, coordination of staff, and stakeholder engagement.
  • Experience working with healthcare-related technologies, systems, or platforms.
  • Experience implementing or supporting network, system, application, and data security controls, including the use of security standards, benchmarks, tools, or frameworks (e.g., access controls, data protection, monitoring, or incident response).
  • Experience conducting business analysis, including evaluating information technology applications, policies, or processes, and developing solutions to identified issues.
  • Experience using standard business and productivity software, including Microsoft Word, Excel, PowerPoint, Outlook, and Visio, to prepare documentation, reports, or executive-level briefing materials.
  • Experience analyzing and interpreting technical documentation, regulations, policies, or system specifications, and translating business or user requirements into technical or functional requirements.
  • Experience applying enterprise risk management principles, including threat identification, vulnerability assessment, and risk mitigation, in project planning or decision-making.
  • Graduation from an accredited four-year college or university with major coursework in information technology, computer science, information systems, cybersecurity, or a closely related field.
  • Two (2) years of experience working with IT, data, cybersecurity, or procurement systems or processes that include at least one of the following: Multi-user or enterprise systems Systems involving regulatory, compliance, or security requirements Systems supporting programmatic, financial, or operational decision-making

Nice To Haves

  • Experience supporting or working within health and human services programs and/or procurement processes (preferred).
  • Experience working with or evaluating artificial intelligence, automation, or advanced analytics technologies in an operational or project context (preferred).
  • Experience recommending, implementing, or delivering security solutions based on documented business or technical requirements.
  • One (1) year of experience working with healthcare or health and human services organizations (preferred).

Responsibilities

  • Serves as a liaison by providing consultation, documentation, and direction to other areas with regard to analysis, design, configuration, testing, and policy implementation. (30%)
  • Develops and/or reviews complex system documents to convey program requirements and support efficient system design. (25%)
  • Monitors the maintenance and enhancement of rural health systems to ensure proper functionality. (20%)
  • Coordinate with outside vendors and contractors to complete projects and service requests; and define, assign, and evaluate their work. (10%)
  • Review complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners. (10%)
  • Performs related work as assigned. (5%)
