The Rural Stimulus Grant Program Administrator will play a crucial role in managing and administering grant agreements specifically designed for rural hospitals. This position is part of the Special Financing Division within the Finance Office of the Department of Health Care Policy & Financing (HCPF). The administrator will oversee grants related to Remote Monitoring Services for Medicaid Members, as established by Senate Bill 24-168, and manage approximately 24 projects under the Rural Provider Access and Affordability Stimulus Grant Program, enacted via Senate Bill 22-200. The role requires adherence to both state and federal regulations, including procurement rules and guidelines set forth by the American Rescue Plan Act (ARPA). The administrator will be responsible for developing and executing processes and timelines to ensure compliance with all relevant requirements. This includes managing grantee invoicing, documentation, and reporting obligations. The position also involves maintaining accurate records of deliverables, expenditures, and remaining funding within grant agreements. The administrator will provide programmatic guidance to grantees, monitor their performance, and initiate corrective actions when necessary. Communication with management regarding any variances in expenditures will be essential, as will the initiation of grant agreement extensions or amendments as needed. Additionally, the administrator will develop and maintain an electronic tracking system for all funding streams associated with the grant agreements. Coordination with budget, accounting, and support staff will be necessary to ensure that grantee funds are appropriately allocated and utilized. This position is term-limited, with employment expected to conclude on June 30, 2025, contingent upon the availability of appropriated funds. The role offers the flexibility of remote work from anywhere in Colorado, although initial onboarding tasks will require in-person attendance at the Denver office.
