If you are looking to make an impact and tackle new challenges, we encourage you to consider a career with us.   The Rules Coordinator performs highly advanced consultation, coordination, and technical assistance work under the Director of Compliance Operations, within the Office of Compliance & System Coordination (OCSC) at DSHS. This position serves as the lead and subject matter expert on agency wide rule-related matters and provides feedback and direction to program subject matter experts on work related to managing, drafting, and editing proposals and adoptions of administrative rules in accordance with Texas Administrative Code rulemaking guidelines.   Work involves advanced technical writing and editing; developing and delivering a rulemaking process training program for agency staff; evaluating documentation and providing feedback to subject matter experts; logging, tracking, and scheduling administrative rule projects; and reporting the status or emerging issues to leadership on rule projects.

  • Bachelor's degree from an accredited 4-year college or university with a major in government, political science, social work, or other relevant field of study.
  • Experience in researching and analyzing federal or state laws, regulations, and policies.
  • Experience directly related to the rulemaking process or creating/developing rules based on policy, statute, legislation, etc. may be substituted for education on a year-for-year basis.

Responsibilities

  • Manages DSHS administrative rule projects with subject matter experts, DSHS leadership and HHSC legal staff, and the HHSC (Health and Human Services Commission) Rules Coordination Office (RCO), including primary responsibility for logging, tracking, routing, and reviewing rule projects.
  • Develops and applies metrics to evaluate and improve the timeliness and quality of rule documents.
  • Develops strong working knowledge of the rulemaking process.
  • Supports and trains DSHS Division Rule Coordinators on the DSHS Rulemaking process.
  • Reviews and edits rule project documentation in accordance with the Administrative Procedures Act and Texas Register requirements and guidelines.
  • Offers edits and provides advice and counsel to leadership and subject matter experts on the form and content of administrative rules, including corrections, clarifications, and enhancements.
  • Assists with problem-solving and keeps the Compliance Operations Director informed of emerging issues within the rulemaking process
  • Develops and delivers training
  • Provides input, technical assistance, and guidance to subject matter experts regarding the rulemaking process
  • Develops and maintains documentation for DSHS internal rule development process, including flowcharts, standard timelines, staff responsibilities, and quality control checklists
  • Meets regularly with division rules coordinator
  • Recommends process improvements, as needed.
  • Shares reports with division rules coordinator, Compliance Operations Director, and OCSC Deputy Commissioner.
  • Coordinates the annual report for advisory committee activities; updates the committee’s website, templates, and appointments process
  • Reviews memo packets for advisory committee appointments
  • Coordinates with HHSC Advisory Committee Coordination Office (ACCO) as needed.
  • Analyzes and interprets legislation, conducts research and analysis to determine the need for rules, develops rule project timelines, and prepares reports for DSHS leadership on projects not meeting timelines.
  • Provides updates, rules schedules, and reports to DSHS leadership as directed.
  • Coordinates biennial agency public hearings
  • Maintains the DSHS Public Comments mailbox, task flow chart, sends out information and task lists, reserves conference rooms for run-through and date of hearing
  • Coordinates all actions including the after-action updates
  • Maintains all hearing materials
  • Coordinates with HHSC ACCO as needed.
  • Other duties assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location.
