About The Position

The Router-Analyst plans, analyzes, and manages school transportation services to ensure safe, compliant, and efficient delivery of student transportation within an assigned jurisdiction. This role utilizes routing software, GPS/AVL systems, maps, and operational data to optimize bus routes, asset utilization, and service levels for daily routes, special needs, and adjusted services. The Router-Analyst works closely with contracted bus operators to monitor performance, audit compliance, and recommend improvements to safety, efficiency, and cost-effectiveness. Acting as a key liaison, the role supports schools, parents, and government stakeholders by providing timely communication, technical guidance, and customer service. The Router-Analyst also supports day-to-day operations by resolving service issues, supporting drivers, and ensuring transportation needs are met reliably and efficiently.

Requirements

  • High School Diploma or equivalent
  • Basic knowledge of radio dispatch equipment
  • At least two (2) years related experience and/or training; or equivalent combination of education and experience.
  • Valid Driver's License

Responsibilities

  • Contract management – Implement, manage and oversee the Student Transportation Service Branch’s (STSB) student transportation program within an assigned jurisdiction pursuant to the terms and conditions of the contract agreements in place; understand and interpret the specifications, special conditions and general conditions of the student transportation service agreements as needed by government officials and bus vendors; collect operational and service delivery data to evaluate the bus contractor’s ability to achieve and maintain compliance with safety measures, performance standards and daily service levels as outlined in the contract through routine contact and communication with assigned contractors.  Establish and nurture a positive and productive working relationship with contracted bus partners and their employees; provide technical support, guidance and counsel as needed.
  • Audit the contractor’s invoices in terms of reconciling number of daily assets furnished vs. number of required assets not furnished per the assigned contract(s).  Review invoices for correct payment to contractors.  Provide feedback to the STSB Administrator of contract deviations and recommend when contractors should be placed on probation, penalized or contracts reduced when and if warranted.  Advise the STSB Administrator when available assets or manning levels are not sufficient to support assigned routing or when such routes are running behind schedule in support of student transportation.   
  • Planning – Conduct routine reviews and surveys of community and school transportation requirements; make recommendations for fulfilling the jurisdiction’s transportation needs in an efficient and fiscally responsible manner; participate in the planning, execution and revising of school bus routes including special needs and McKinney-Vento services; coordinate the execution of routes and route changes with the bus contractor in consultation with the section manager and program specialists; and make recommendations to improve route plans. Evaluate, review and designate bus stops with student safety as the first priority using the framework provided by the applicable rules established by the state or local Department of Education (DOE), Standard Operating Procedures (SOPs).  Evaluate the effectiveness and efficiency of bus asset quantities based on ridership demand and needs; make recommendations to adjust, increase or decrease asset requirements including buses, bus capacity, bus aides and others; perform other planning related duties. Evaluate school bus stops where safety is a concern and make recommendations to add or change bus stops to improve student safety.  Evaluate student eligibility for ridership.
  • Information technology – Participate in the creation, use and maintenance of technological systems, programs and data repositories necessary to the advancement and enhancement of pupil transportation services; provide training and technical support on the use of various technological systems and programs to staff, school end users and contractor users as required; make recommendations for improving the technology systems of the branch; stay abreast of technological advancements; perform other information technology related duties; and, assist schools in obtaining access and passwords to system software.
  • School support – Provide school stakeholders with the support and information requested via teleconference, on-site visits, or written and/or oral feedback; act as school transportation liaison on behalf of the section manager and Branch Administrator as needed; attend and participate in school meetings including special needs IEP (Individualized Educational Plan) when requested and training as required; provide onsite support at school bus arrival and departure times to evaluate contractor support and student safety at the school; make recommendations to the school to improve safety, conduct school arrival and dismissal audits; evaluate Principal requests to change bell time schedules and the effect any changes may have on transportation safety and logistics involved for other schools; oversee the inspection of wheel chairs to ensure that they meet the standards to be safely used for transport onboard school buses; and perform other outreach related duties to school staff as required. 
  • Parent Support-Provide parental support and customer service communicating answers concerning pupil transportation regarding student routing, bus assignment, bus passes, student conduct issues, student mileage reimbursement, contractor concerns and safe bus stops.  Answer and return calls in a timely fashion assisting parents. 
  • Community and government outreach – Provide community and government stakeholders with the support and information requested via teleconference, on-site visits, or written and/or oral testimony; act as school transportation liaison on behalf of the section manager and branch director as needed; attend and participate in community, school, department and Board of Education meetings as required; perform other outreach related duties as required. 
  • Supervision – Interview, recruit and train as needed the subordinate office positions position appointed to the subject jurisdiction; plan, oversee, supervise and evaluate the Office Clerk’s work based on established policies and procedures; participate in the development of office procedures; provide counsel and advise as required; perform other supervision related duties.
  • Emergencies-When an accident occurs proceed immediately to the affected school office to assist school personnel with communications.  Remain onsite until parent inquiries subside.  Notify STSB Administration, STSB Office assistant, Superintendent’s office, Communications Department via phone or email of status.  Refer media inquiries to the DOE Communications department.  Document receipt of video and secure the DVR hard drive.  Obtain a copy of the School Bus Accident Report and upload into the system log.  The DTO will consult with the Complex Area Superintendent for those emergencies that may require buses to arrive on campus for an early dismissal or adjusted pick up point due to campus emergencies or extreme weather or road conditions.  Keep the contractor, Principal, STSB office and DOE Communications department up to date.  Maintain records and preserve data as required.
  • Collect operational and service delivery data to evaluate the bus contractor’s ability to achieve and maintain compliance with safety measures, performance standards and service levels as outlined in the contract through routine on-site and off-site audits including live and passive route audits, vehicle inspections, video feed audits, driver and aide qualification records audits and the use of GPS and AVL technology; create, develop and nurture a positive and productive working relationship with bus contractor partners and their employees; provide technical support, guidance and counsel as needed.
  • Understand, promote, manage, and coordinate the Contract Performance Management Program (CPMP) pursuant to current standard operating procedures; utilizing operational and service delivery data collected during a given evaluation period, analyze, evaluate and score the bus contractor’s ability to routinely comply with safety measures, performance standards as far as reliability and responsiveness are concerned; and, service levels as required by the terms and conditions of the contract agreements; when required, make recommendations that would ensure the contractor’s compliance in all CPMP evaluation categories; alert the section manager and branch director of on-going and unresolvable non-compliance matters; prepare quarterly, mid-year and year end evaluation reports for director, manager, and contractor review; conduct informal meetings and discussions with bus vendors as required throughout the evaluation process; conduct formal meetings with the bus vendors a minimum of four times per school year to identify areas of non-compliance and to formulate strategies for improvement; provide a written year-end review report to the director and manager of the year’s evaluation process and scores; maintain CPMP records pursuant to existing procedures; make recommendations to improve the CPMP program; and perform other CPMP related duties.
  • All other duties as assigned by Management
