About The Position

The Router Analyst will implement, manage and oversee the Student Transportation Service Branch’s (STSB) student transportation program within an assigned jurisdiction pursuant to the terms and conditions of the contract agreements in place.

Requirements

  • High School Diploma or equivalent
  • 2+ years related experience and/or training; or equivalent combination of education and experience.
  • Valid Driver's License

Responsibilities

  • Understand and interpret the specifications, special conditions and general conditions of the student transportation service agreements as needed by government officials and bus vendors
  • Collect operational and service delivery data to evaluate the bus contractor’s ability to achieve and maintain compliance with safety measures, performance standards and daily service levels as outlined in the contract through routine contact and communication with assigned contractors.
  • Audit the contractor’s invoices in terms of reconciling number of daily assets furnished vs. number of required assets not furnished per the assigned contract(s).
  • Review invoices for correct payment to contractors.
  • Provide feedback to the STSB Administrator of contract deviations and recommend when contractors should be placed on probation, penalized or contracts reduced when and if warranted. Advise the STSB Administrator when available assets or manning levels are not sufficient to support assigned routing or when such routes are running behind schedule in support of student transportation.
  • Conduct routine reviews and surveys of community and school transportation requirements; make recommendations for fulfilling the jurisdiction’s transportation needs in an efficient and fiscally responsible manner; participate in the planning, execution and revising of school bus routes including special needs and McKinney-Vento services.
  • Coordinate the execution of routes and route changes with the bus contractor in consultation with the section manager and program specialists; and make recommendations to improve route plans.
  • Evaluate, review and designate bus stops with student safety as the first priority using the provided framework in Hawaiʻi Department of Education(DOE), Standard Operating Procedures(SOPs) and Hawaiʻi Administrative Rules(HAR).
  • Participate in the creation, use and maintenance of technological systems, programs and data repositories necessary to the advancement and enhancement of pupil transportation services; provide training and technical support on the use of various technological systems and programs to staff, school end users and contractor users as required.
  • Provide school stakeholders with the support and information requested via teleconference, on-site visits, or written and/or verbal feedback.
  • Act as school transportation liaison on behalf of the section manager and Branch Administrator as needed.
  • Attend and participate in school meetings including special needs IEP (Individualized Educational Plan) when requested and training as required; provide onsite support at school bus arrival and departure times to evaluate contractor support and student safety at the school; make recommendations to the school to improve safety, conduct school arrival and dismissal audits.
  • Provide parental support and customer service communicating answers concerning pupil transportation regarding student routing, bus assignment, bus passes, student conduct issues, student mileage reimbursement, contractor concerns and safe bus stops.
  • Answer and return calls in a timely fashion assisting parents.
  • Provide community and government stakeholders with the support and information requested via teleconference, on-site visits, or written and/or oral testimony.
  • Interview, recruit and train as needed the subordinate Office Clerk III position appointed to the subject jurisdiction; plan, oversee, supervise and evaluate the Office Clerk’s work based on established policies and procedures.
  • When an accident occurs proceed immediately to the affected school office to assist school personnel with communications. Remain onsite until parent inquiries subside. Notify STSB Administration, STSB Office assistant, Superintendent’s office, Communications Department via phone or email of status.
  • Keep the contractor, Principal, STSB office and DOE Communications department up to date. Maintain records and preserve data as required under HAR, SOPs, and Hawaiʻi DOE guidance.
  • Collect operational and service delivery data to evaluate the bus contractor’s ability to achieve and maintain compliance with safety measures, performance standards and service levels as outlined in the contract through routine on-site and off-site audits including live and passive route audits, vehicle inspections, video feed audits, driver and aide qualification records audits and the use of GPS and AVL technology.
  • Understand, promote, manage, and coordinate the Contract Performance Management Program (CPMP) pursuant to current standard operating procedures.
  • Perform other related duties as assigned.
