About The Position

Transportation Infrastructure Development & Project Delivery Administrator 1 - Rose Quarter Program Director Oregon Department of Transportation Rose Quarter Program Portland This position is open for recruitment and fully funded following the 2025 Special Legislative Session. The role: We are recruiting for the Rose Quarter Program Director to oversee one of Oregon's most complex transportation infrastructure projects. The I-5 Rose Quarter Improvement Program is focused on improving safety and reducing congestion along I-5 between I-84 and I-405. In this role, you'll blend technical leadership with meaningful community engagement to deliver a project that restores community connectivity in the historic Albina neighborhood through the construction of a new highway cover, improved local streets and expanded multimodal connections. Requirements

  • Five years of management experience in transportation infrastructure development and project delivery;
  • OR
  • Two years of management experience in transportation infrastructure development and project delivery and a bachelor's degree in a related field.
  • Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Nice To Haves

  • Holds a current, valid PE license in civil or traffic engineering, or demonstrates equivalent education and progressively responsible engineering/project delivery experience.
  • Experience leading large, multidisciplinary teams to deliver complex transportation projects on time, within scope, and on budget.
  • Applies advanced engineering knowledge, design standards, and alternative delivery methods to oversee large-scale, modern, and sustainable transportation infrastructure projects.
  • Exceptional communication, negotiation, and consensus-building skills with internal and external partners.
  • Builds and maintains strong working relationships and effectively coaches and develops team members to achieve high-quality project outcomes.

Responsibilities

  • Serve as liaison to statewide teams and as our agency's primary external contact for the I-5 Rose Quarter Improvement Project, representing our agency with community groups and local governments.
  • Oversee all phases of project development and construction, including planning, environmental review, design, construction manager/general contractor (CM/GC) preconstruction, construction and closeout.
  • Manage the I-5 Rose Quarter Improvement Program team, including agency staff, consultants and the architectural & engineering (A&E) design and construction manager/general contractor (CM/GC) teams in delivering and constructing the project.
  • Recruit, select, supervise, appraise, mentor and coach resident engineers and staff as needed.
  • Oversee construction manager/general contractor (CM/GC) delivery including preconstruction services, constructability reviews, risk workshops, and development and negotiation of guaranteed maximum price (GMP) packages.
  • Manage and monitor work plans to ensure performance to approved scope, schedule and budget.
  • Recommend transportation policies and implementation strategies for Oregon to agency leadership and the Oregon Transportation Commission.
  • Conduct regular reviews of project schedules, budgets and contractor issues to maintain accountability and successful program delivery.
  • Direct the preparation and administration of the biennial and annual budget requests.
  • Work in an office environment with hybrid work options available and occasional travel required, including overnight stays and out-of-state.
