The Director of Human Resources will provide comprehensive, professional Human Resources executive leadership to internal and external customers by ensuring compliance with City policies and procedures, applicable local, state and federal laws, ordinances and Civil Service Rules. This position communicates with executive leadership on personnel issues and provides guidance to City departments regarding issues in Human Resources specialty areas of Compensation, Recruitment/Selection, Professional Development, Employee Relations and Employee Benefits.

  • Communicate with Executive leadership on personnel issues as required.
  • Manage and develop long term goals in respect to employment, including but not limited to succession planning, recruitment, retention, recognition, employee development, compensation, benefits and organizational development.
  • Plan, direct and coordinate, through subordinate-level staff, the department work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; and review and evaluate work methods and procedures.
  • Participate in labor negotiations and management activities for collective bargaining agreements and other executive teams or committees as needed by executive management; serve as Secretary of the Civil Service Board.
  • Develop and implement policies procedures required to ensure City wide compliance with laws, policies, ordinances and Civil Service Rules.
  • Oversee the administration of employee health benefit plans and programs.
  • Responsible for departmental budget and ensuring compliance with internal financial processes and procedures.
  • Administer the Classification and Compensation Plan by developing and implementing procedures designed to ensure internal equity and market competitiveness.
  • Present cost estimates to changes in civilian, Police or Fire Pay Plans in respect to wages and benefit plans.
  • Ensure the provision of training programs for City employees of City policies and procedures as well as growth and development opportunities.
  • Implement and maintain a performance evaluation system that complies with the professionally accepted theories for evaluating employees and encourages employee accountability and development.
  • Oversee grievance procedures and disciplines in a fair and consistent manner by supervising and providing guidance to staff conducting investigations.
  • Develop and implement City policies consistent with Civil Service Board Rules and administer portions of collective bargaining agreements related to wages, benefits, promotions, grievances and disciplinary appeals.
  • May perform other duties as assigned.
  • Bachelor's Degree in Human Resources, Psychology, Business or related field
  • Ten (10) years of progressively responsible professional experience in Human Resources
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
  • Master's Degree in Human Resources Management, Public Administration or Business Administration highly preferred
