About The Position

Opportunity PeopleTec is currently seeking a Risk Management Lead to support our Huntsville, AL location. The Risk Management Lead (Acquisition Programs) will serve as the lead for an Army Agency Headquarters (HQ) will perform a wide range of analytical duties related to Army acquisition programs by recommending approaches to technical and programmatic requirements while facilitating solutions in an expeditious manner. Ensures acceptable levels of risk are achieved, and statutory and regulatory compliance is maintained. Oversees those controls, procedures and actions contributing to the acquisition, safety, security, and reliability of Army acquisition programs. Candidate must be a strategic analytic thinker capable of solving critical problems through innovative solutions. Candidate must have the experience and demeanor to brief at a Three/Four-Star level.

Requirements

  • 15+ years of direct related experience in leading, executing and/or supporting executive Army leadership and strategic initiatives.
  • Experience in related field of expertise with DoD programs/projects with Acquisition Risk Management (ARM) structured approach to identify, assess, and mitigate risks associated with the acquisition of goods, services, or technology.
  • Knowledge of the relationships between program management (budgeting, planning, financial management, review and analysis, etc.), logistics, procurement and product support in supporting the development and administration of international agreements and foreign military sales.
  • Knowledge of fundamental principles of defense systems acquisition and program management / acquisition policy; planning, programming, budgeting, and execution (PPBE) processes; acquisition strategies; contractual decisions; and program management philosophies, issues and concepts.
  • Knowledge and experience in the management of rapid prototyping to include the use of expedited acquisition authorities; governance familiarization; requirements/concept generation; and accelerated material release.
  • Ability to prepare detailed written reports and briefings suitable for presentation to Army Senior Leaders.
  • Ability to brief DoD senior leaders and influence decision-making.
  • Excellent written and oral communication, organizational, and interpersonal skills.
  • Ability to perform in a highly dynamic and fast-paced work environment supporting multiple military, government civilian, and contractor team members while meeting strict deadlines with a high degree of professionalism.
  • Demonstrate experience working individually as well as organizing and facilitating working groups.
  • Ability to multi-task and prioritize important, competing tasks and information.
  • Self-starter that needs little direction/guidance on what next steps are required with projects and demonstrate a strong attention to detail.

  • An active DoD Secret clearance is required to perform this work.

Nice To Haves

  • S. Army or other military service experience.
  • S. DoD Top Secret / Special Compartmented Information (SCI) eligible.
  • Master's Degree or higher from an accredited university.
  • 2 years of experience may be substituted with MS.
  • Knowledge of agile software in the development of rapid prototypes.
  • Familiarization with Army Futures Command's Cross Functional Teams.
  • Certification in Risk Management Assurance (CRMA).

Responsibilities

  • Ensures cost, schedule, and performance risks are identified, mitigation plans created, and risk controls in effect to satisfactorily manage the program and meet baselines.
  • Ensure operations under Agency HQ management are conducted in a safe and secure manner and acceptable levels of risk are maintained.
  • Provides guidance and advice to Agency Director, Deputy Director, Program Managers, and program element risk managers as appropriate.
  • Reviews policy and procedures, and identifies impacts to HQ operations, functions, and outcomes.
  • Conducts or participates in comprehensive studies, analyses, and appraisals of resource management issues.
  • Prepares a variety of correspondence and other documentation, e.g., formal letters, reports, briefings, charts, background papers, etc.
  • Recommends proposed changes to long-range plans and assesses impacts on requirements.
  • Applies knowledge of enterprise risk management and entity level controls in reviewing regulations, laws, directives, financial ledgers, and related transactions and functions.
  • Identifies and communicates risks, deficiencies, and improvement opportunities to management and stakeholders.
  • Assists Management with developing, issuing, implementing policies, directives, and other guidance related to risk management, internal controls, and ensuring the effectiveness and efficiency of operations.
  • Facilitates close coordination with stakeholders.
  • Administers a Risk Management Program within an Army Agency.
  • Oversee administration, monitors and evaluates the implementation and effectiveness of Agency programs.
  • Ensures the program incorporates established standards, policies, and best practices in the identification, analysis, monitoring, and mitigation of Agency risk to include risk acceptance, avoidance, transfer, control, and burn-down.
  • Reports risk in accordance with regulation, policy, and Agency procedure.
  • Maintains Corrective Action Plan and Risk Register at the system level.
  • Executes the Agency Risk Management Council (or similar forum) to provide a forum to share information, report on the status of risk, and resolve issues early.
  • Plans agendas, conducts scheduling, and ensures proper representation.
  • Conducts short- and long-term planning and scheduling ranging from one (1) to five (5) years in accordance with regulatory guidance.
  • Assembles available data and develops a systemic approach to conducting reviews and studies.
  • Ensures preparation of written reports, plans and other program documents meet the intent of requirements and are submitted on a timely basis.
  • Conducts briefings on trends and lessons learned.
  • Develop a Risk Management training program within the Agency to educate and facilitate a quality process of core areas of RM—risk planning, identification, analysis, mitigation/handling, and monitoring.
