The City of Steamboat Springs is hiring a Risk Business Partner to join their team!

Requirements

  • Bachelor's Degree preferred or;
  • Minimum of 7 years’ experience in risk management or;
  • Any equivalent combination of education and experience.
  • Proficiency in computer applications, (Word, Excel, Outlook) and database management.
  • Property and casualty insurance, insurance requirements and coverage options in a governmental agency
  • Self-insured Workers’ Compensation program, claim management principles, concepts, and tracking
  • Ability to read and comprehend HR & Risk policies, procedures and goals, and federal, state, and local laws.
  • Ability to prepare, organize and maintain complex filing systems; ability to compile information and prepare detailed reports.
  • Ability to read, interpret and explain various policies or procedures to employees, applicants, and the general public.
  • Strong computer skills with ability to adapt computer programs to use specific to the city’s needs.
  • Strong organizational skills.
  • Strong written and verbal communication skills.
  • Confident in interacting with and influencing individuals at all levels within the organization.
  • Strong ability to prioritize and meet deadlines.

Responsibilities

  • Conducts, gathers, and provides information and documents with the support of departments for insurance renewals.
  • Manages all Certificate of Insurance documents and retention schedule.
  • Performs semiannual and annual insurance audits in conjunction with other departments to ensure accurate information is reported.
  • Submits, investigates, tracks, and manages, all Workers’ Compensation and property casualty claims and collaborates with adjusters, citizens, employees, and supervisors during the process.
  • Manages and maintains digital files in human resources information systems (HRIS) and hard version insurance files.
  • Effectively provides a dedicated advisory service to employees for Workers’ Compensation absence(s) and related health issues.
  • Develops and implements required certification training by position for departments and divisions in consultation with managers and supervisors.
  • Coordinates citywide annual training to build risk awareness.
  • Oversees and ensures CDL/FMCSA regulations and requirements are in place in coordination with other departments.
  • Manages FMCSA queries for CDL drivers and annual Motor Vehicle Reports to ensure compliance.
  • Responsible for the coordination of the annual Loss Control audit and facilitates department compliance as well as communicating requirements to departments throughout the year.
  • Coordinates the annual property survey and facilitates responses to action items that have been provided by departments.
  • Conducts Safety Committee meetings and assists in developing best practices, communication materials, and safety awareness programs and campaigns.
  • Ensures CDL Performance Bond and Fuel Bond are renewed annually.
  • Investigates and follows-up on citizen requests for service, complaints, and requests for information related to risk management.
  • Assists in recommending policies and procedures to better manage risk and control losses of the organization.
  • Assists with Risk budget.
  • Provides statistics for accidents and incidents to leadership team and departments to find trends and areas of improvement.
  • Attends all Special Events meetings, reviews and ensures the city is covered as additional insured by third party vendors and documentation is provided.
  • Ability to analyze, evaluate and make sound decisions or recommendations.
  • Demonstrates effectiveness in managing difficult and/or complex situations with ability to respond to situations with urgency, in a calm and proactive manner.
  • Responsible for performing some administrative operations and activities such as responding to staff, walk-ins, and phone calls, and completes routine correspondence in a timely manner.
  • Assist with new hire orientation, onboarding, and assimilation activities surrounding safety for the city during the first 6-months for new hires to create a culture of safety during first day/year experience.
  • Partner with the HR team to investigate and resolve employee issues surrounding safety concerns, after action reviews (AARs) or gaps.
  • Works with departments to ensure working conditions, proper tools, equipment, and resources are provided and utilized to reduce and mitigate risk.
  • Assist with risk and safety reporting, organizational effectiveness strategies related to risk and safety, and planning strategies.
  • Perform file audits to ensure all required documentation is collected and maintained according to the retention schedule, for Workers’ Compensation and Property and Casualty files.
  • May review personnel actions for accuracy and completeness to assure compliance with city policies and procedures.
  • Prepare a variety of studies, reports, and related information for decision-making purposes.
  • Displays a working knowledge of all local, state and federal laws and guidelines related to risk management and employment with a Colorado municipality.
  • Responsible for communicating summary information and recommendations on various risk-related topics, both verbally and in writing, to all levels of the organization including employees, supervisors, executive management, and/or City Council.
  • Professional and effective communication internally as well as with external vendors and citizens is also a key function of the position.
  • Works closely with the rest of the HR & Risk team as many risk management topics overlap into human resources subfunctions.
  • Internal to the Human Resources & Risk department, assists the HR & Risk Director to develop and monitor operational and program budgets.
  • Analyzes workforce costs and insurance coverage to identify success factors and cost savings opportunities.
  • Assists with setting short-term and long-term goals and objectives.
  • May participate in hearings as needed.
  • May require use of personal vehicle to visit work sites.
  • Performs other duties and special projects as requested by supervisor.
  • Flexible and able to work additional hours as may be required of the position.
  • Other duties as assigned.
  • Serves as a member of various committees as needed.
