About The Position

The Risk Administrator is responsible for managing operational risk within the Office of Finance and Management for the City of Indianapolis and Marion County. This role involves developing risk policies, overseeing safety management, and collaborating with various departments on insurance matters. The Administrator will provide centralized expertise, maintain independent judgment, and oversee third-party vendors related to risk management. The position aims to ensure financial stability and operational health through effective risk control and loss prevention strategies.

Requirements

  • Four (4) years of experience in risk management or insurance services
  • Two (2) years of demonstrated supervisory, leadership, mentoring and coaching skills
  • Intermediate to expert knowledge in Excel
  • Demonstrated experiences in mitigating risk exposures
  • Collaborative style and strong problem-solving skills
  • Ability to create a collaborative environment for staff or project team members
  • Excellent oral and written communication skills
  • Ability to connect with a diverse group of people

Nice To Haves

  • Two (2) years of Risk Management service in a Public Environment
  • Certified Risk Manager (CRM) or Associates of Risk Management (ARM)
  • Background in insurance as a broker, adjuster, or other related experience
  • Demonstrated knowledge of Workers' Compensation

Responsibilities

  • Provides independent oversight of obtaining, analyzing, and implementing risk controls for loss prevention
  • Reviews insurance evaluations and workplace injury analysis
  • Works with the Purchasing Division and various departments to review vendor limits on insurance
  • Works directly with the City-County insurance broker to review annual costs of insurance
  • Receives and evaluates reporting from the Third-Party Administrator (TPA) for workplace injury
  • Innovates and looks for new methods to reduce exposure and develop better systems of tracking and reporting risk performance
  • Responsible for oversight and evaluation of the internal Return to Work Centers
  • Attends vendor update meetings and tracks year over year performance criteria
  • Provides insights to the budget and financial teams regarding insurance and workers compensation fund spending
  • Supports, trains, and implements policies related to workplace emergencies or business interruptions
  • Develops Continuity of Operations Planning (COOP) and Occupant Emergency Planning
  • Issues self-insurance letters to vendors on behalf of requesting departments
  • Serves as the point of contact for assisting employees with the Bureau of Motor Vehicles due to accidents
  • Maintains the City-County property insurance schedule of $560 million
  • Performs loss control visits with broker and safety management on ten or more facilities annually
  • Manages the public officials and crime bond process annually
  • Develops and maintains tracking systems for loss control analysis
  • Works with the Real Estate Administrator on capital maintenance needs during site inspections
  • Works with insurance broker to perform replacement cost re-evaluation of properties
  • Annual reporting on values of property coverage and workers' compensation costs
  • Develops self-insurance reserves for vehicle damage and replacement
  • Manages the annual Vehicular Usage Training for Take-home Vehicle drivers
  • Works closely with Safety Management, Revenue Recovery, and the Real Estate Unit
  • Serves on the Vehicle Management Group and assists with review of new THV drivers
  • Works with Safety Management on all OSHA reported claims
  • Maintains a membership in the Public Risk Management Association (PRIMA)
  • Must maintain confidentiality at all times
