About The Position

The Rights Officer / QM Specialist at Heart of Texas Behavioral Health Network is responsible for providing consultative services and technical assistance related to client rights and quality management. This role involves monitoring compliance with laws and regulations, investigating client rights complaints, and facilitating the client appeal process. The position requires a strong understanding of local, state, and federal laws, particularly those related to mental health and intellectual disabilities, and involves collaboration with various stakeholders to ensure client satisfaction and protection.

Requirements

  • Bachelor's degree from a 4-year accredited university.
  • Two years of case management experience.
  • Experience in treatment planning and clinical documentation.
  • Knowledge of local, state, and federal laws related to services, including Texas Administrative Code and HIPAA.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Excellent documentation and verbal communication skills.
  • Strong organizational and time management skills.

  • Knowledge of IDD Program requirements.
  • Prior experience with Texas Administrative Code (TAC).

Responsibilities

  • Perform QM activities such as maintaining data on abuse/neglect/exploitation/appeals/rights complaints.
  • Assist with QM department monitoring of Center compliance with requirements, laws, regulations, policies, and procedures.
  • Investigate client rights complaints and coordinate with Center staff and state rights office to resolve complaints.
  • Serve as Center liaison with DFPS to coordinate investigations of abuse, neglect, and exploitation.
  • Maintain mechanisms to measure, assess, and reduce incidents of client abuse, neglect, and exploitation.
  • Facilitate client appeal process for eligibility determinations and services.
  • Serve as Center's HIPAA Privacy Officer and ensure compliance through periodic reviews and breach analysis.
  • Serve as chair of Human Rights Committee.
  • Assist in the preparation of administrative reports, studies, surveys, and specialized projects.
  • Provide consultative services related to rights, guardianship, consent, ethics, confidentiality, and client satisfaction.
  • Analyze legislation and develop recommendations for procedural changes.
  • Conduct new employee training in client rights and confidentiality.
