About The Position

The Right-of-Way Permit Coordinator supports the Streets Department by reviewing, processing, and managing all permit applications for activities within the public right-of-way. This role ensures compliance with municipal codes, ordinances, engineering standards, and state regulations governing construction, excavation, utility work, and traffic impacts on public infrastructure. The Coordinator serves as a primary point of contact for citizens, contractors, utility companies, and internal departments to ensure efficient and transparent permitting and inspection processes that protect the safety, integrity, and functionality of public spaces.

Requirements

  • High school diploma or equivalent required
  • Three (3) years of experience in permitting, municipal government operations, public works, utilities, or construction inspection
  • Knowledge of municipal codes, permitting procedures, public right-of-way regulations, and basic engineering or construction principles
  • Ability to interpret plans, maps, plats, traffic control plans, and utility drawings
  • Strong customer service skills with ability to interact professionally, verbally and in writing, with residents, developers, contractors, and elected officials in both, English and Spanish
  • Proficiency with municipal permitting software, GIS applications, and Microsoft Office products, Adobe, etc.
  • Strong organizational and multitasking abilities with attention to detail
  • Ability to work independently, manage multiple deadlines, and maintain accurate records
  • Ability to sit, stand, and walk for extended periods
  • Visual ability to read plans and documents
  • Manual dexterity to use office equipment

  • Associate or bachelor’s degree in Public Administration, Engineering, Construction Management, or a related field preferred

Responsibilities

  • Receives, reviews, and processes right-of-way permit applications for construction, utility installations, utility relocations, street cuts, lane closures, driveway accesses, and other construction activities affecting public infrastructure.
  • Examines submittals such as site plans, traffic control plans, utility drawings, and insurance certificates for compliance with municipal ordinances and engineering standards, and provides required comments, guidance, and coordination to address deficiencies.
  • Coordinates permit approvals with internal departments such as Building, Planning and Zoning, and Code Enforcement.
  • Issues permits, renewals, extensions, and close-outs in accordance with city/county procedures.
  • Serves as the primary front-line contact for citizens, contractors, utility providers, and developers regarding ROW permit requirements, timelines, and municipal regulations.
  • Provides guidance to applicants on the permitting process, submittal requirements, fees, and compliance expectations.
  • Responds to public inquiries and complaints related to construction impacts, road closures, utility disruptions, or ROW concerns.
  • Coordinates with field inspectors to verify adherence to permit conditions and resolve compliance issues.
  • Schedules inspections and pre-construction meeting for the Streets Inspector.
  • Enforces municipal codes, ordinances, and permitting conditions related to the public right-of-way.
  • Reviews traffic control plans for conformance with MUTCD, local ordinances, and safety requirements.
  • Monitors permits for adherence to timelines, safety standards, erosion control rules, and restoration requirements.
  • Assists with enforcement actions, stop-work orders, or citations when violations occur.
  • Maintains accurate digital and physical records of permit applications, approvals, fees, correspondence, and inspection results using the municipality’s permitting software.
  • Tracks deadlines, expirations, and outstanding compliance requirements.
  • Prepares reports and statistics on permit volumes, timelines, revenue, and service indicators for management or council reporting.
  • Communicates regularly with public and private utility companies regarding scheduled work, emergency repairs, and coordination of overlapping projects.
  • Facilitates inter-agency cooperation to minimize disruption to traffic and city services.
  • Assists with planning and permitting for city capital improvement projects.
