About The Position

This is professional services work involving the completion of right of way appraisals for the purpose of acquiring property for departmental purposes. Work requires a high degree of independent judgement and resourcefulness in making appraisals on complex properties of all types.

Requirements

  • A Bachelors Degree in a related field AND four(4) years experience involving real estate negotiations, property title work, surveying, estimating, appraisal, real estate brokerage, assessing, or evaluation -OR- an equivalent combination of training, experience, and education, providing a knowledge of real estate negotiations, property title work, surveying, estimating, appraisal, real estate brokerage, assessing, or evaluation -OR- two (2) years of experience at the level of Right of Way Appraiser II (or equivalent in the appraisal industry) -OR- a Certified General Residential Real Property Appraiser (or greater).
  • Successful completion of the following Case Study Courses: Real Estate Appraisal Principles; Basic Valuation Procedures; Basic Income Capitalization; Advanced Income Capitalization; and Litigation Valuation -OR- equivalent of the American Institute of Real Estate Appraisers or the Society of Real Estate Appraisers.
  • May be required to obtain an International Right of Way Association Certification in one of the following disciplines: Appraisal Certified (R/W-AC), Negotiation/Acquisition Certified (R/W NAC or Relocation Assistance Certified (R/W-RAC) or equivalent.

Responsibilities

  • Preparing, reviewing, and approving condemnation and related complex and noncomplex appraisals in accordance with departmental and state/federal policies and procedures.
  • Negotiations and relocation assignments.
  • Represents Right of Way at public hearings, advising attendees of the right of way process, requirements of valuation and compensation, and property owner rights.
  • Participates in developing recommendations for administrative settlements pertaining to right of way acquisitions to avoid litigation.
