About The Position

Kimley-Horn’s Bellevue office is seeking a Right of Way Agent/Senior Right of Way Agent to join our growing Right of Way team. This role is ideal for an experienced right-of-way professional who is ready to take ownership of acquisition efforts, manage complex landowner negotiations, and play a key role in delivering high-impact infrastructure projects. You’ll work closely with project managers, public agencies, and property owners while helping drive projects forward from early planning through acquisition. Requirements

  • 4+ years of experience in right-of-way, property acquisition, land services, or related field
  • Experience with right-of-way acquisition processes, property valuation, landowner negotiations and title examination
  • Experience working with public agencies, infrastructure, or transportation projects preferred
  • Ability to manage multiple projects and priorities in a fast-paced environment
  • Strong communication and stakeholder management skills
  • Self-starter with a high level of ownership and accountability
  • Ability to work independently and as a team
  • Valid driver’s license

Nice To Haves

  • Bachelor’s degree in business, planning, legal, or related field
  • Washington Real Estate License or ability to obtain (support provided)
  • IRWA, NHI or similar industry certifications

Responsibilities

  • Contribute to leading right-of-way acquisition efforts, including strategy, planning, and execution
  • Conduct and oversee title research and property analysis to identify ownership and encumbrances
  • Review engineering and right-of-way plans to evaluate impacts and guide acquisition approach
  • Manage landowner negotiations for easements and property acquisition
  • Coordinate relocation assistance in accordance with applicable regulations
  • Prepare and review legal descriptions, acquisition packages, and supporting documentation
  • Partner with project teams and clients to align acquisition strategy with project goals and timelines
  • Serve as a key point of contact for property owners, agencies, and stakeholders
  • Mentor junior staff and contribute to a collaborative, growing team environment
  • Support project delivery through clear communication, problem-solving, and proactive coordination
