Requirements

  • By the end of the probationary period, must become a Notary Public or Justice of the Peace.
  • For Right-of-Way Agent II: Two years of experience in real estate sales, land acquisition, or negotiation.

Nice To Haves

  • Working knowledge of the Uniform Relocation Assistance and Real Property Acquisitions Act of 1970.

Responsibilities

  • Prepares plans for experienced agents to use in negotiating with owners for property acquisitions.
  • Assists experienced Right-of-Way Agents in preparing uncomplicated deeds and other legal instruments necessary to acquire title to real estate.
  • Attends public hearings and assists with setup, amplification, and recording testimony.
  • Prepares record plans for permanent Right-of-Way records.
  • Researches and provides Right-of-Way information to the general public and others.
  • Performs field inspections of projects with owners and others, interviews affected persons, and explains the acquisition process and relocation assistance benefits.
  • Assists with preparing conceptual studies for environmental documents.
  • Writes general specifications for and oversees the relocation of signs, fences, and other improvements.
  • Analyzes plans and appraisals to explain project effects to property owners and conducts negotiations for real estate purchases.
  • Negotiates for simple acquisitions based on appraised value and prepares necessary legal instruments for title acquisition.
