About The Position

The purpose of this position is to review and update work of field appraisers; and review and assign property values for each reassessment cycle. The work is performed under the supervision and direction of the Supervisor- Residential Appraisal.

Requirements

  • General/tech high school diploma or GED equivalent
  • Vocational/technical training in real estate appraisal or real estate coursework.
  • A valid motor vehicle operator's license and satisfactory driving record required.
  • 3-5 years of experience
  • Two years appraisal experience.
  • Must successfully complete the following tests: Basic Math Test - Minimum Score = 75% Written Appraisal Test - Minimum Score = 50%
  • Employment is contingent on successfully passing a full criminal background check.

Responsibilities

  • Compiles and examines information such as building permits, utilizing spreadsheets, maps, etc. for properties to be inspected.
  • Creates index to be worked for input of field data collection information.
  • Plans route, organizes and manipulates GIS maps to efficiently canvas areas and locate properties.
  • Conducts field audits of construction on existing properties and new construction. Measures and sketches a detailed diagram delineating each segment.
  • Determines proper construction classification and enters data into computer while in the field and/or the office.
  • Enters building materials used in foundations, exterior/interior walls, floor finish, electrical, roofs, and plumbing. Estimates age of improvements and condition to apply to cost approach.
  • Classifies construction as to quality and attention to detail work.
  • Reviews work of field appraisers. Checks measurements of all new construction homes and new home improvements to ensure data has been accurately recorded and entered by Field Appraisers.
  • Provides feedback of Field Appraiser accuracy to respective supervisors to provide internal quality control.
  • Reviews market value on all new construction parcels and verifies assigned market value correlates with comparable sales. Adjusts values as necessary.
  • Conducts complex queries to develop and determine various potential valuation outliers within neighborhoods.
  • Develops methods of correcting values using "what if" analysis and replace techniques.
  • Conducts biennial reassessment review of each residential parcel in St. Charles County using a laptop computer. Performs inspections, including visual/physical and aerial, of properties for assessment purposes.
  • Conducts statistical studies by neighborhood through home sale price comparison.
  • Makes necessary adjustments to land values, replacement cost and market approach values to arrive at a "Fair Market Value" for tax purposes. Must be able to accomplish tasks in allotted time frames.
  • Conducts informal hearings with taxpayers. Explains how value was determined. Receives and reviews data from taxpayers and makes adjustments to market value as needed.
  • Gathers information on properties whose value has been disputed to aid in the Assessor's value position during Board of Equalization hearings.
  • Writes appraisal reports for State Tax Commission hearings. Testifies as needed.
  • Files values and coordinates fieldwork on all new condominiums. Completes up to date status report on all new condominiums.
  • Performs special tasks assigned by Supervisor such as training new employees regarding field appraisals, determining land values, researching sales information, adjusting neighborhoods as needed to align like properties for sales comparison, performing taxpayer requests for remeasures, etc.
  • Maintains knowledge of construction materials, processes and site safety; real estate terminology and values; appraisal process and deadlines; and department procedures and policies.
  • Works with various municipal building departments or County building departments for clarification of building permit data as necessary.
  • Performs a variety of office duties. Answers telephone calls, assists taxpayers, photocopies maps, and schedules informal hearings.
  • Performs other duties as assigned.
