About The Position

As part of the National Program Team, the Reuse/Refill Principal Analyst will report to the Reuse/Refill Director, and will help lead CAA’s approach to reuse and refill across the United States, defining and establishing the appropriate role for CAA as an initiator and enabler of reuse/refill systems. The Principal Analyst will serve as the technical expert on Reuse/Refill modeling and analytics, collaborating with the Data & Analytics, Source Reduction and Technical Services teams to assess funding, strategies and investment for Reuse/Refill. They will also provide technical guidance on the definitions, measurements and examples of reuse/refill to help producers with ongoing data and reporting obligations and to influence the future design of packaging. The Principal Analyst will also lead and administer the RFI, RFP processes in B2B and B2C Packaging areas and the Grants and Innovation Funds programs to stimulate the conversion of single use to reusable/refill packaging and systems.

Requirements

  • Demonstrated modeling and data & reporting experience in reusable food service ware, reusable transport packaging, food recovery, reusable / refillable packaging systems, or similar system with a component of reverse logistics.
  • Experience analyzing and problem solving for how to enable a reuse / refill business model to be cost-competitive and self-sustaining over the long run.
  • Experience commercializing and implementing reuse / refill or similar programs. Previous leadership, program management or implementation experience preferred.
  • Previous experience building, issuing and evaluating RFI and RFP preferred.
  • Partnership-building skills and experience to inspire collaboration in public-private partnerships and across supply chains and industry sectors.
  • Excellent influencing, verbal and written communication skills, to simplify concepts that are complex and emerging.
  • Strong time management & prioritization skills in a fast-paced & evolving area
  • Ability to quickly learn about policy, the project or program being developed.
  • Bachelor’s degree in related field, which may include Data Analytics, Sustainability, Operations/Supply Chain Logistics, Business or equivalent experience
  • 7+ years of experience in recycling, reuse/refill, sustainability, waste management, operations or related field.
  • Reusable food service ware, reusable transport packaging, reusable / refillable packaging, food recovery or other experience with reverse logistics preferred.

  • Master’s degree preferred.

Responsibilities

  • Own the Reuse/Refill model and roadmap of enhancements to support the creation and scenario planning of CAA’s Reuse/Refill strategy and investments, starting with California and expanding to other EPR states.
  • Identify promising reuse/refill areas to activate and quantify the necessary infrastructure, incentives/funding, change management and community engagement costs to achieve regulatory targets.
  • Partnering with Reuse/Refill representatives from State Teams, review producers’ source reduction agreements, supplier & local government capabilities and external benchmarks to assess the potential impact toward reuse/refill targets. Incorporate learnings into future scenarios and plans for reuse/refill strategy and investments.
  • Lead the creation, issuing and evaluation of RFI/RFPs in the B2B and B2C reusable/refillable packaging space. Help establish the requirements, rubrics, key performance indicators and ongoing data & reporting needs to measure and trend impact on reuse/refill and return on investment. Review proposals, map the landscape of capabilities.
  • Provide technical guidance and examples on the definitions and measurements of reuse/refill to help producers with reporting obligations and start influencing future reuse/refill design
  • Cultivate relationships with trade associations, local government, NGOs, startups and other innovators or standard bearers in the reuse/refill space
  • Build and facilitate an overall Packaging Committee across the various sectors of B2B and B2C reusable packaging workstreams to share learnings and work toward meeting overall reuse/refill targets. Partner with State Teams to explore how to leverage the infrastructure built for food service ware for other reusable B2B and B2C packaging categories.
  • Create, launch and administer the Grants & Innovation Funds program to stimulate innovation in the conversion of single use to reusable/refill packaging and systems
  • Remain at the forefront of reuse/refill system innovations. Cultivate relationships with trade associations, local government, NGOs, startups and other innovators or standard bearers in the reuse/refill space.
  • Represent CAA, educate, train interest holders about CAA’s approach to reuse/refill at board meetings, public consults, conferences, working groups.
  • Serve as a trusted technical and strategic resource for producers, local jurisdictions, NGOs, reusable service providers.
  • Monitor and provide input on proposed regulations and reuse/refill activities in other EPR and emerging states.
